DRAFT- NOT FOR PROPOSAL Pre-Solicitation Fall Site Visit THIS PRESOLICITATION NOTICE IS ISSUED FOR INFORMATIONAL PURPOSES ONLY TO PROVIDE AN OPPORTUNITY FOR FALL VIEWING, OF THE PROJECT SITE, PRIOR TO ISSUANCE OF THE SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE OR BID. The Forest Service anticipates issuing a full solicitation at a time when the project site will likely be covered in snow or access is unavailable due to winter closures. Interested vendors are encouraged to visit the site prior to closure for a full understanding and, if desired, take photos or videos." 1. Project Summary: The Salmon-Challis National Forest may issue a solicitation for the renovation of the Borah Trailhead on the Lost River Ranger District of the Salmon-Challis National Forest, Idaho next spring. The project will involve the construction of a parking area, campgrounds, spurs, turnouts, and reconstruction of two-lane road. It also calls for the removal and installation of a new cattleguard and two culverts. This is not a solicitation and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on this site visit nor does it intend to pay for any costs incurred in response to this announcement. The intent of this notice is to ensure that prospective bidders may see the areas prior to snowfall obscuring the ground or preventing access prior to issuing the solicitation. The solicitation is projected to be issued around March 2024 (tentatively). The work anticipated under any contract resulting from the solicitation will start around August 1, 2024, through October 15, 2024. See the attached draft statement of work and maps/drawings for preliminary information. 2. Site Visit Information: This site visit will take place on Friday, November 3, 2023, 10:00 AM MST. From Challis, ID, travel south on US-93 S for 33.2 miles. Turn left onto Birch Creek RD/Birch Springs RD for 2.9 miles. Stay right to stay on Birch Springs RD for another 0.4 miles to the project site. Those participating in the site visit must furnish their own transportation. Please inform Juan Ortiz, Project Engineer, if you plan to attend, by e-mailing him at juan.ortiz1@usda.gov by noon of the day before the site visit. The function of the Forest Service site visit is to show the on-the-ground condition and location of the work areas, boundaries and other in-place markers, and the routes of travel that may be utilized in going to and from the work areas. Access: Directional information may be obtained from Lost River Ranger District at 208-588-3400. Maps will be available at the District Office. 3. Applicable North American Industry Classification System (NAICS) Code: The applicable NAICS Code: 237310 - Highway, Street, and Bridge Construction (Size Standard in millions of dollars $45M). 4. Applicable Product or Service Code (PSC): The applicable PSC Code: Z2LB - Repair or Alteration of Highways, Roads, Streets, Bridges, and Railways 5. Type of Contract to be Awarded: As a result of this synopsis and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 6. Synopsis Posting Period: This synopsis will be posted for 18 days. 7. Contracting Office Point of Contact: Contract Specialist, Holly Hlavac, Holly.Hlavac@usda.gov. 8. Responses: Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, Unique Entity Identification, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small, disadvantaged business, or women-owned small business.
