The City of Eureka, Missouri, is requesting qualifications from firms to provide professional consulting architectural services on an ongoing as-needed basis in conjunction with various Parks andRecreation projectsincluding existing facility renovations,site improvements and development of new facilities. No minimum amount of work is guaranteed, and the City's relationship with the selected firm shall be non-exclusive so as to allow the City to use other firms as deemed appropriate. Coordination with other professional disciplines and contractors, aswell asregulatoryand permitting agencies may be necessary depending on a particular scope of service. The selected architectural firm must commit to provide services to the City in a timely manner, without unreasonable delays. The selected architectural firm must be located within reasonable proximity to the City of Eureka to better facilitate providing services and visiting sites. Both parties will retain the right to terminate the contractual relationship at their discretion without cause. The selected consulting architect will be expected to provide the City with copies of all work product without limitation which shall include reports, analyses, correspondence, plans, drawings and any other documents produced in connection with the consulting relationship with the City in printed form as well as in electronic form, as requested. The City shall own all rights, title and interest, including all copyrights and intellectual property rights, to all documents that are created in connection with the consulting relationship with the City. The selected consulting architect must assign to the City a minimum of one (1) staff person who is licensed or certificated to practice architecture in the State of Missouri. You must note "City Architect RFQ" on the sealed envelope. No faxed, emailed or late proposals will be accepted. The City will not be responsible for proposals placed in the mail which do not arrive by the deadline. Proposals received before the time of opening will be kept by the City Administrator securely and unopened. Proposalsreceived after the deadline will not be considered. CRITERIA FOR SELECTION All proposals submitted will be evaluated using the following criteria: 1) Previous experience; 2) The professional and ethical reputation of the firm; 3) Qualifications, technical competence and experience of staff assigned to provide required services to the City; and 4) Capacity and capability of the firm to provide the necessary services to the City. CONTRACT AWARD The City of Eureka will evaluate and rank response to the Request for Qualifications based on the established selection criteria. The recommendation to award a contract will be contingent on the successful negotiation of contract terms. If a contract cannot be successfully negotiated with the selected firm at a fee schedule determined to be fair and reasonable, the City reserves that right to negotiate with another proposer. Afterthe successfulfirm isselected, a proposed Ordinance to enter into a contract will be considered by the Board of Aldermen. The City reserves the right to reject any or all responses to this Request for Qualifications.
