Enclosed (See Attachment A) herewith is a Request for Expressions of Interest ("RFEOI") by the New Jersey Turnpike Authority ("Authority") for professional engineering services required for construction supervision for Contract No. P100.653, Bridge Repairs and Resurfacing, Milepost 0 to 126 (2024). In accordance with N.J.A.C. 19:9-2.8(b), this Order for Professional Services ("OPS") is considered a Simple procurement. A Qualified Firm, eligible to submit an EOI for this RFEOI solicitation, is one that has a current "Professional Service Prequalification Questionnaire" ("PSPQ") package on file with the Authority prior to submission of the EOI. A current PSPQ is one that has been on file with the Authority for no more than 24 months, or in certain cases for no more than 12 months. Prequalification is not required for subconsultants. Prequalification is required for Joint Ventures. A list of Qualified Firms eligible to submit an EOI for the above referenced assignment is attached (See Attachment B4). *Joint Ventures (*Qualified Firms interested in submitting an EOI as a Joint Venture must be prequalified as a Joint Venture with the Authority) that meet all Profile Code requirements are also eligible to submit an EOI. The Authority is seeking participation of Small Business Enterprises ("SBEs") as subconsultants to the Qualified Firm that is awarded a contract under this RFEOI (the "Successful Qualified Firm"). The SBE project goal is 25%. The Authority has also adopted a Disabled Veteran Owned Business ("DVOB") Enterprise Program (the "DVOB Program") pursuant to which the Success Qualified Firm must make a good faith effort to award at least three (3) percent of the assignment to DVOBs, all as more fully described in this RFEOI. See Attachment "C", Subsection C12, "Small Business Enterprise/Disabled Veteran-Owned Business Programs". All submittals required pursuant to N.J.S.A. 19:44A-20.13 to 20.25 (P.L. 2005, c.51), N.J.S.A. 19:44-20.26 (P.L. 2005, c.271s.2), P.L. 2023, c.30 (The Elections Transparency Act) and Executive Order 333 (2023 Murphy) will be requested from the Successful Qualified Firm only. The relevant forms will be transmitted to the Successful Qualified Firm by the Authority and are to be returned to the Authority within five (5) business days from receipt. Project Description The work to be performed under Contract No. P100.653, which is expected to be awarded at the Authority's January 2024 Commission Meeting, will consist of repairing deck spalls; repairing and reconstructing deck joints; removing asphalt surfacing; placing new membrane waterproofing; resurfacing approach roadways and bridge decks; pavement striping; substructure repairs; structural steel repairs; concrete beam repairs; bearing replacements; bearing pedestal reconstructions; erosion and drainage repairs; emergency and routine bridge repairs under cost-plus compensation; other incidental work on various structures; and all other work required in the successful prosecution of the work along the Garden State Parkway from Milepost 0 to 126 in Cape May, Atlantic, Burlington, Ocean, Monmouth, and Middlesex Counties in New Jersey. Lanes are being closed with traffic cones and repair work consisting of the above-outlined items is being carried out within the coned off closings. Deck repairs or replacements are being performed within Type 4 concrete construction barrier enclosures with various joint classes. The majority of the deck repairs or replacements, because of their location encroaching on the adjacent lane or straddling two lanes and due to the use of the concrete construction barrier, frequently require utilization of the shoulders as a traffic lane and shifting of traffic by means of obliteration of the existing line striping and use of temporary line striping. Placement and removal of the temporary line striping, and of the concrete construction barrier in general, necessitates the closing of supplementary or "buffer" lanes which are only permissible during certain off-peak traffic times, late at night. Work on local road overpasses involving reduction of lane width or reduction of a number of lanes or complete closure, requires restriping of lanes, special MPT provisions and/or rerouting of traffic via local roads with extensive signing. The above work operations on the GSP's mainline are carried out in condensed, weekend, part weekly, and multi week construction stages with single or multi-lane closings. Due to the around-the-clock work on certain nights or installation or removal of catches on other nights, staffing is also required by the field supervision during those time periods. Staffing will be required at multiple sites concurrently. The estimated construction cost for Contract No. P100.653, Bridge Repairs and Resurfacing, Milepost 0 to 126, is approximately $11,800,000.00 with a construction duration of approximately fifteen (15) months, including contract closeout. The Authority will utilize a Secure File Sharing site ("Kiteworks") to share with and receive information from the Qualified Firms. Access to Kiteworks will be provided to the Qualified Firms via e-mail. Reference materials (preliminary plans, studies, reports, etc.) for this RFEOI will be made available for review in the "Reference Materials" folder. Each inquiry will be stated, and a written response provided. Responses will be posted on the Authority's website under Doing Business, Current Solicitations on or before Monday, November 6, 2023.
