Airman Training Complex (ATC) 8 at Lackland AFB, San Antonio, Texas Please note this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Risk System (SPRS). The NIST score is required before award. This announcement is an unrestricted, competitive, firm-fixed price, Design-Bid-Build acquisition to construct the Airman Training Complex (ATC) 8 at Lackland AFB, San Antonio, Texas. The solicitation will utilize the Best Value Trade-Off Process (See Federal Acquisition Regulation (FAR) 15.101-1). The project will be accomplished under a single construction contract. Project : Construct a Basic Military Training (BMT) Recruit Dormitory utilizing conventional design and construction methods to accommodate the mission of the facility. The facility will be multistory and will include a drilled pier foundation, concrete floor slabs, concrete structure, masonry walls, standing seam metal roof, and elevators. Areas include administrative support, open-bay dormitories, central latrines, drill pad, weapons cleaning pavilion, physical training areas, quadrangle, and storage. Completes West Campus items that earlier projects didn't finish, removes all construction roadways, trailers, and fence. Demolishes buildings 146 (8,118 SM/87,387 SF), 7357 (1,286 SM/13,839 SF), 7364 (1,754 SM/18,883 SF), 7366 (1,267 SM/13,643 SF), 7368 (1,754 SM/18,883 SF), 7475 (1,202 SM/12,931 SF), 7481 (1,201 SM/12,929 SF), 2015 (2,669 SM/28,728 SF), 2018 (2,671 SM/28,743 SF) and 2020 (2,669 SM/28,727 SF) totaling 24,591 SM (264,690 SF). Facilities will be designed as permanent construction in accordance with the Unified Facilities Criteria (UFC) 1-200-01. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development and construction of the project in accordance with UFC 1-200-02. This project will comply with Department of Defense (DoD) Antiterrorism/Force Protection requirements per UFC 4-010-01. Air Conditioning: 450 Tons Construction is between $100,000,000 and $250,000,000. The North American Industry Classification System code (NAICS) for this procurement is 236220 which has a small business size standard of $45 Million. The Product Service Code is Y1FC- Construction of Troop Housing Facilities The solicitation is anticipated to be issued on or about 15 November 2023 and proposals are due on or about 15 December 2023 Anticipated project completion date is 900 days from Notice to Proceed.
