Question Deadline 11/13/2023 at 2:00 PM ET Request for Information Only This RFI will present a standard format for a state government public-private partnership between Eastern Kentucky University (EKU), and/or its affiliates, and private entities. The goal of this RFI is to obtain information that will potentially assist with creating future procurement documents as obtaining professional information will increase the success of any potential RFP issued by the University. This RFI is issued solely for information and planning purposes and does not constitute an RFP or a promise to issue an RFP in the future. This request for information does not commit EKU to contract for any supply or service whatsoever. Respondents are advised that EKU is not responsible for any information or administrative costs incurred in response to this RFI; all costs associated with a response to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, notification will be provided publicly via the University's E-Procurement site, JAGGAER. Intent and Scope Eastern Kentucky University (EKU) is seeking information from qualified partners, primarily a Public Private Partnership ("P3") Developer, to give options for developing and/or redeveloping a selected site on campus to be inclusive of:a full-service hotel and conference center, which would provide experiential learning opportunities for EKU students in various hospitality industries; a welcome/alumni/community center; and athletics facilities. EKU also encourages information and ideas from potential Mixed-Use Developers to develop and operate additional mixed-use facilities to potentially include, but not limited to, restaurant, retail, and/or hospitality space. The University seeks input from respondents to analyze what is economically feasible as this project potentially moves forward from concept to reality. Additionally, EKU is open to creative or alternative suggestions for this project that may fall outside of the specific criteria listed in this RFP. As the University seeks a Public-Private Partnership per the terms of KRS 45A.077, this service should come at no cost to the University. The Scope of Services is further defined below. Scope of Services Pursuant to the terms of KRS 45A.077, EKU seeks to enter into an agreement with a firm to serve as the P3 Developer of the proposed Hotel and Conference Center Development Project. Under the agreement, the P3 Developer will be expected to commit to the development of all or a subset of the Hotel and Conference Center Project that meets the required specifications and expectations of the University. A Mixed-Use Developer is also being considered in addition to, or as an alternative to, a P3 developer. Respondents should creatively determine a master plan for the financing and execution of the Hotel and Conference Center Project. P3 or Mixed-Use Developers should have experience in athletics facility/stadium or mixed-use project financing, development, design, and construction. Potential development locations may include: the intersection of the Eastern Bypass and Roy and Sue Kidd Way; the EKU Center for the Arts/Perkins Building; and/or other parts of EKU's south campus.
