Thoroughly list the services (scope of work), construction or items of tangible personal property being procured: The nature of this emergency declaration is to replace the Caterpillar C15 GCABR Standby Generator - Diesel for the housing units which has become inoperable, creating security and safety risks at the Central New Mexico Correctional Facility (CNMCF) in Los Lunas, NM. This includes the shipping and turnkey installation of the new standby generator and will also include voltage modification needed for the new generator to be able to power the building. Provide an explanation for the justification of the procurement including a description of the emergency condition(s) requiring use of emergency procurement and the practicable competition utilized in compliance with NMSA 1978, Section 13-1-127. This emergency declaration is in regards to the standby generator outage which requires replacement with Caterpillar C15 GCABR Standby Generator - Diesel. Equipment and Labor included to perform an emergency replacement in an effort to mitigate risks of outage. This is a Health and Safety risk to all public and staff in the building and must be corrected immediately.
