THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) for construction services for the following project: Project # 626-19-103 Upgrade Hallways & Interiors - 4th Floor at the Department of Veterans Affairs, TVHS Nashville VAMC, 1310 24th Avenue South, Nashville, TN 37212. SET-ASIDE: 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C section 8127 (d). PROJECT MAGNITUDE: Between $500,000.00 and $1,000,000.00 NAICS: 236220 - Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $45 Million This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 - Sealed Bidding. The solicitation is expected to be posted on or around November 13, 2023 and close on or around December 14, 2023. PROJECT OVERVIEW: The project will renovate public corridors and adjacent spaces. The project will provide replacement of deteriorating/failing wall, floor and ceiling finishes, lighting fixtures, sealants, handrails, wall protection, and doors. General work includes, but is not limited to, interior design, demolition, industrial hygiene, abatement, architectural and finishes along with limited plumbing, electrical power & systems at TVHS Nashville VA Medical Center, 1310 24th Avenue South, Nashville, TN 37212. Period of Performance is 133 calendar days after the notice to proceed. This solicitation will result in one firm fixed price award for the project. Contractor is responsible for providing all labor, material, equipment, and supervision necessary to accomplish the work for this project, including architectural, plumbing, fire protection, controls, medical gas, mechanical, electrical power and systems, construction, alterations, necessary removal of selective existing construction, and certain other items to complete the project to the satisfaction of the VA and COR. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS-4212 report on file with the Department of Labor; be registered in SAM; and be registered in the U.S. Small Business Administration (SBA) Veteran Small Business Certification (VetCert) site at the time of submission of bid. Failure to be both verified by the SBA and visible on VetCert https://veterans.certify.sba.gov/ at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the SBA and submit the required documents to obtain verification of their SDVOSB status if they have not already done so.
