The Loa Fish Hatchery was originally constructed in the mid-1930s. Due to age, disease, and invasive species present on-site, a new fish hatchery and accompanying buildings are needed to replace the aged and dilapidated facilities. The new buildings/structures include the hatchery building, covered raceways, office, maintenance shop, feed building, standalone residential homes, spring development, disinfection station, truck filling station, wastewater treatment, and site drainage and paving. Before new construction can begin, the existing structures must be properly and completely removed, including an over-excavation of infected soils for a minimum of two feet beyond infrastructure edge. The Fixed Contract Price Limit, as defined in the CM/GC Agreement, is: $43,833,506. No others are to be contacted regarding this project. Proposals, including references, management plan and statements of qualifications must be submitted to DFCM via email at dfcm_vbs@utah.gov no later than 12:00 Noon on Thursday, November 30, 2023 (*see date clarification text box at the bottom of this page). Proposals received after the specified time will not be accepted. The Contractor is responsible for ensuring that delivery to DFCM of all proposal documents is made by the date and time listed on the Project Schedule. The Contractor for the project must be a Utah licensed General Contractor. Association with other individuals or firms having appropriate professional expertise is acceptable. The State will enter into a single agreement with the successful Contractor. The Division of Facilities Construction and Management reserves the right to reject any or all proposals or to waive any formality or technicality in any proposal in the interest of the State.
