The Project provides for roadway improvements on Easy Street, Lucky Drive, Twilight Boulevard and Rainbow Circle, totally approximately 1,900 linear feet. Bids are for several items and quantity of work as follows: 1. Mill existing asphalt pavement (haul to site within City) 2. Pulverize, re-shape and re-compact existing pavement 3. Placement of 4" limestone base 4. Prime/tack coat application 5. Placement of 2" HMAC surface 6. Construction of driveway turnouts 7. Backfilling of pavement edges 8. Placement of pavement markings 9. Final site cleanup Bid Security, only in the form of 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Silsbee; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirements in regard to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
