The Green Mountain Water and Sanitation District (GMWSD) is hereby soliciting Statement of Qualifications from consultants for an environmental analysis of a potential development (Development) within the District boundaries, located in Lakewood, Colorado. The Development would consist of approximately 59 acres of mixed-use commercial/multi-family residential at the southeast quadrant of the West Sixth Avenue and Blvd intersection. The property was included in the larger Denver Ordnance Plan plant during World War II, 1941-1945, which was subsequently converted to the Denver Federal Center operated by the General Services Administration (GSA). The property is currently and, since 1997, has been subject to a Compliance Order between the Colorado Department of Public Health and Environment (CDPHE) and the GSA. The scope of services for this environmental analysis would may include, but not limited to: 1. A summary of the soil and groundwater contaminants known to exist in and adjacent to the Development, and the effect on water/wastewater infrastructure and GMWSD personnel. 2. A summary of past, current, and potential future efforts to mitigate soil contamination concerns, with an emphasis on how it would affect a public water and wastewater distribution utility. 3. A matrix of local, state, and federal agencies which will have regulatory roles and permitting authority for the development of the subject property; with specificity regarding the permit process(es). GMWSD reserves the right to reject any and/or all Statements. Submittals will become property of the Sponsor.
