The City incurs no responsibility for the fact that written notices or any documents transmitted by electronic system are incomplete or contain any error or omission whatsoever. Consequently, all bidders must ensure, before submitting their offer, to obtain all documents related to this call for tenders. Only those who have their principal business establishment in Canada and in the territories covered by the Canadian Free Trade Agreement (CFTA) as well as the Trade and Cooperation Agreement between Quebec and Ontario are eligible to bid. The City also reserves the right to refuse any bid from a contractor or supplier who, during the last two years preceding the bid opening date, has been the subject of an unsatisfactory performance evaluation by municipal organization.
