Sealed Bids for the services of a professional licensed and bonded fence installation contractor for Chain Link Fence Relocation ("Project") for the City of McMinnville, a municipal corporation of the State of Oregon acting by and through its Water & Light Commission. The work is a public works project subject to ORS 279C.800 to 279C.870 or 40 U.S.C. Section 3141, et seq.; prevailing wage rate of pay does apply to this Project. The awarded Contractor is required to have a Public Works Bond on file with the Oregon CCB before work begins. The project consists of furnishing all qualified professional personnel, supervision, construction labor, equipment and materials for the installation of approximately 450' of chain link fencing with expanded metal and one pedestrian swing gate with panic exit device. The project will expand MW&L's material storage yard, the newly installed fence will attach to an existing fence. MW&L will be responsible for removal/demolition and disposal of existing fence and materials. In accordance with ORS 279C.375(1) award shall be made to the lowest responsive and responsible bidder. Nonresponsive bids will be rejected. No bid will be received or considered by the Owner unless the bid form contains, or is accompanied by, a statement by the bidder, as a part of the bid that the provisions required by ORS 279C.838 and 279C.840 pertaining to prevailing wages shall be included in this contract. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this Project. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. Bidder shall be registered with the Oregon Construction Contractors Board in accordance with the provisions of ORS 279C.365. Bids shall be submitted on the prescribed forms and must be accompanied by a certified check or bid bond executed in favor of McMinnville Water & Light in the amount of 10% of the amount bid. The successful bidder will be required to furnish the necessary performance and payment bonds for the faithful performance of the contract as prescribed in the Contract Documents. McMinnville Water & Light may reject any Bid not in compliance with the contract provisions and all prescribed Public Contracting procedures and requirements, including the requirement to demonstrate the Bidder's responsibility under ORS 279C.375(3)(b), and may reject for good cause all Bids after finding that doing so is in the public interest. MW&L also reserves the right to waive informalities in a bid submission if in best interest of McMinnville Water & Light.
