PROJECT ORANG REPAIR MAINTENANCE RAMP, PHASE B If in the judgement of the City, additional information or interpretation is necessary such information will be supplied in the form of an Addendum only plan holders who are listed on the City's plan holders list will be notified by email of the Addendum. Award of Contract will not be final until the later of 1) City Council Contract Award, or 2) the City of Klamath Falls provides a written response to each timely protest, denying the protest and affirming the Award. On all Projects, Work performed by the Contractor's own organization must be at least 30% of the awarded Contract Amount. $23,000,000 to $30,000,000. ORANG Repair Maintenance Ramp, Phase B: Work shall include, but not necessarily be limited to: Replace full depth concrete ramp and all taxiways and shoulders to include demolition, base, dowels, structural concrete, reinforcing steel, caulking, and sealants. Subcontractor Disclosure forms must be submitted prior to 4:00 P.M. PST on the same date. Excavate and dispose of PFAS containing soils and PFAS containing ground water according to ODEQ regulations. Repair drainage and electrical vaults. Project is a continuation of previously incomplete project. Bidders must identify whether they are a Resident Bidder as defined in ORS 279A.120 (Preference for Oregon goods and services). The City of Klamath Falls may not receive or consider a Bid for a public improvement Contract unless the Bidder is licensed by the Oregon Construction Contractors Board. Contractors or Subcontractors working with asbestos cement Materials must be licensed according to ORS 468A.720 (Qualifications for license) The City of Klamath Falls may reject any Bid that does not comply with prescribed public contracting procedures and requirements, including the requirement to demonstrate the Bidder's responsibility under ORS 279C.375 (Award and execution of Contract) (3)(b), and that the contracting agency may reject for good cause all Bids after finding that doing so is in the public interest. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All questions regarding the Plans and Specifications must be submitted via the project listing on bidexpress.com, on or before 12:00 P.M. 11/10/2023 by registered plan holders only. The work includes furnishing all plant, equipment, labor, devices, tools, materials, transportation, services, supervision and all miscellaneous requirements to perform all operations in conjunction with the efforts to accomplish the work. Work includes the replacement of the maintenance ramp, including peripheral Taxiway Delta, along the east edge, the hangar access aprons adjacent to Hangar 219, and constructing an on-site stockpile of PFAS/PFOA contaminated soils from the construction site. The project will call for the replacement in-kind for all existing paved areas with a uniform PCC pavement to match the design aircraft loading and operations. Airfield Electrical work will include replacement of the taxiway edge lighting, associated improvements to the airfield signage associated with the ramp, repairs within existing electrical vaults, and other various associated work. All work shall be complete and function as intended, as if identified exclusively. All work shall be accomplished in accordance with applicable drawings, specifications, industry standards, applicable Building and Environmental Codes, Regulations, and Laws. Project elements include, but are not limited to: sitework, utilities, stormwater, electrical, site lighting, and pavement work. Optional Bid item #1 includes off-site disposal of PFAS/PFOA contaminated soils at an approved landfill.
