The City of Lebanon, Missouri ("The City") invites bids from qualified organizations for the removal and installation of the TPO roof at the Pump House located at 2900 Industrial Dr., Lebanon, MO 65536. This bid shall include all material, equipment, labor and/or services required to complete this project as specified herein for the City of Lebanon. It is strongly recommended that vendors register with Ion Wave Technologies as soon as possible to ensure your ability to provide a response to this solicitation by the due date and time. The successful provider shall enter into an agreement in a form substantially similar to the City's Form of Agreement; such Agreement shall embody the requirements and terms and conditions of the Invitation for Bids and the Bids as accepted by the City. The bid will be awarded on a best value basis. The Contract Sum may be determined by the sum of the base bid, and/or the sum of any or all bid alternates, in any order, which the Owner may choose to add to the base bid. Conditions of award of this contract will be based on the following factors in combination: A. Proposed Contract Amount: Award will be based upon the best value of sum of base bid and any or all bid alternates the owner may wish to accept. The owner may accept alternates in any order and combination. B. Bidders Qualifications: Award of contract will be made to a bidder who is experienced and qualified in similar size and types of projects, with a history of successful projects completed on time. A history of poor performance, poor quality workmanship, legal claims, dissatisfied referrals, and other anomalies may constitute grounds for disqualification and rejection of bid. A bidder who is unable to demonstrate ability, and/or history to manage and complete the project according to the contract, may be disqualified and have their bid rejected. The City of Lebanon reserves the right to accept any proposal and/or bids, to reject any or all proposal and/or bids in full or in part, and to waive irregularities and /or formalities as deemed appropriate. Price will not be the only consideration in the selection of the contract or agreement. Completion Date: The bidder, if awarded the contract, hereby agrees to complete Work under this Contract will be complete fourteen (14) calendar days upon executed "Notice of Proceed" and recognizes that liquidated damages in the amount of three-hundred dollars ($400.00) per calendar day will be assessed if the project has not been completed except as may be modified per Contract Modification procedures. Conditions: Bid shall include all labor, materials, consumables, fuel, equipment and/or services required to complete project as set forth in these documents. Bidder agrees that this proposal shall remain valid and may not be withdrawn for a period of thirty (30) calendar days after the scheduled closing time for receiving bids.
