The deadline for written questions is Monday, November 13, 2023 at @ 11:00 A.M. CST. This deadline has been established in order to provide adequate time for SJRA staff to prepare responses to questions from Respondents to the best of their ability in advance of the due date and time. The scope of work for this project will be further developed and detailed following the Consultant selection. However, the following provides a summary of what this project would most likely entail and would most likely be performed in multiple phases. 1. Planning - The Consultant will produce a plan for collection of field data which will be utilized for sampling/testing, which could include either or both non-destructive and destructive testing. The Consultant will first become familiar with the SJRA Woodlands Division water system via analysis of existing maps, record drawings, product submittals, GIS, operational data, maintenance records, WaterGEMS water model, survey information, geotechnical information, fault information, LiDAR information, environmental information, previous studies, water sample data, and any other data/documents/etc. that is available from the SJRA, Woodlands Water Agency, Texas Commission on Environmental Quality, Texas Water Development Board, The Woodlands Development Company, USGS and/or any other entity or stakeholder that could provide data on the water system. The Consultant will also become familiar and utilize for planning the SJRA Woodlands Division Asset Management Plan and Water Line Design Criteria Manual. This plan may include, but not be limited to map(s) and list(s) of locations for sampling/testing, schedule for testing, impacted stakeholders, potential traffic impacts, and budget that identifies individual sampling/testing location costs and annual costs. For proposed testing, the Consultant will perform a testing technology review to determine which technologies are best suited to meet the needs of SJRA in this endeavor. The planning portion of the project may also include identification of stakeholders and the development of a public engagement approach. 2. Non-Destructive Sampling/Testing - Based upon the sampling/testing plan, the Consultant will identify locations to perform non-destructive sampling/testing which does not require removal of a portion of the pipe for laboratory testing. Such testing of the pipe may include visual testing, scale or abrasive analysis, vibration/sonar testing, ultrasonic testing, x-ray testing, internal borescope inspections, Subsurface Utility Engineering (SUE), or any other testing that may or may not require attachment to or entry into the pipe via an existing outlet. In addition to tests of the water line, non-destructive testing may also include, but not be limited to soil sampling, testing, and analysis by a Geotechnical Engineer, water chemistry analysis, and vibration analysis resulting from roadway traffic or other sources. 3. Destructive Sampling/Testing - Based upon the sampling/testing plan, the Consultant will identify locations to perform destructive sampling which could require removal of a piece, section or entire joint of pipe. Such sampling would allow for testing such as, but not limited to, compressive strength, flexural strength, hardness, and chemical analysis. SJRA will provide the contractor who will excavate the pipe, remove a section of AC pipe and replace it with new pipe. The Consultant will provide the testing laboratory who will receive the section of AC pipe and perform testing. 4. Water Line Renewal Recommendations - Following all planning, sampling and testing performed as noted in Items 1-3 above, the Consultant will prepare a report providing estimates of remaining useful life for the AC water lines, with granularity of water line segments to be determined in the planning phase, and from this, a schedule and scope of water lines to be renewed including cost estimates. A predictive modeling software may be utilized to analyze and evaluate the collected data. SJRA's insurance requirements are provided in the Professional Services Agreement attached hereto as Exhibit A to this RFQ. The method of Contractor Selection has not been Determined at this time.
