The Blindman River pumping station has not been operated since 2011 due to high lake levels. The licence for pumping has bee suspended since 2018 due to the risk of introducing Prussian Carp into Gull Lake. AGI requires a hydrology study of Gull Lake that will assess: o The historical effect that pumping has had on the lake in both dry and wet years; o The potential impacts of a variety of pumping scenarios, considering water availability in the Blindman River and Gull Lake levels; and o The costs for the various pumping scenarios that factor electricity, capital and general operations and maintenance. A licence for the stabilization of Gull Lake (00044974-00-00) was issued in 1977 and amended in 1983. Under this licence diversion from the Blindman River to Gull Lake was permitted provided flows for the Blindman River continued to be above 5.0 m3/s. Pumping under this licence continued from 1977 to 2011. From 2011 to 2019 there was no pumping as the Lake was above the pumping trigger elevation. In 2019 Prussian Carp were discovered in the Blindman. The licence was suspended due to concerns for the possibility of Prussian Carp entering Gull Lake through the pumping system. AGI is in the process of gathering information to support a regulatory application to lift the licence suspension. This study will form one of the required components to support the application. The method of Contractor Selection has not been Determined at this time.
