Tentative award is set for November 6, 2023. Bid proposal shall be accompanied by a Bidder's Bond, certified check or cashier's check, in favor of the Township, in the amount of not less than 10% of the bid. The Township reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of 60-days, with the right to extend that time to 120-days if additional time is needed. Bidders must submit with their bids the Non-Collusion Affidavit contained in the contract documents. The bidder's attention is called to the fact that this contract is subject to all applicable provisions of the State Prevailing Wage Act, and the bid shall be prepared accordingly. The applicable wage determinations are included in the contract documents. No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be requested through the bidding website. Any inquiry received seven (7) or more days prior to the date fixed for opening of Bids will be given consideration. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be posted on the bid website, on file in the office of Coal Township and the office of the Design Professional at least five (5) days before Bids are opened. It shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether or not received by the Bidders. Each Bidder shall indicate on their Bid, all Addenda. The Contract will be awarded to the responsible Bidder submitting the lowest Bid complying with the conditions of the Invitation for Bids. The Bidder to whom the award is made will be notified at the earliest possible date. The Township of Coal, however, reserves the right to reject any and all Bids and to waive any informality in Bids received whenever such rejection or waiver is in its interest. The Township of Coal reserves the right to consider as unqualified to do the work of general construction any Bidder who does not habitually perform with his own forces the major portion of the work involved in construction of the Improvements embraced in this Contract.
