General work description, as detailed on the construction plan: Work includes, but is not limited to: preserving survey monuments, traffic control, remove existing asphalt concrete paving, base repairs, micro-surface, rubberized chip seal, slurry seal, placement of asphalt concrete paving, shoulder backing, and striping. No pre-bid meeting is scheduled for this project. At the time this contract is awarded, the Contractor shall possess a Class A license. The Contractor must be properly licensed as a contractor from contract award through contract acceptance in accordance with Public Contract Code 20103.5. Bids are required for the entire work described herein. The County reserves the right to reject any or all bids or waive any informality or irregularity in any bid received or in the bidding process. If the County awards the contract, the award is made to the lowest responsible and responsive bidder. Questions must be submitted in writing through online by November 9, 2023. Answers will be posted online by 5:00 p.m. on November 13, 2023. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Fifty (50) working days are allowed for completion of the work. Since the project is being advertised in the fall, and due to the approaching wet season, the project may be placed in winter suspension as agreed by the County and the Contractor. Days during the agreed to winter suspension period will be considered as non-working days. The Contractor is expected to resume work after an approved winter suspension by April 15, 2024, or other agreed to date that may be weather dependent, to complete the remaining 50 working days as soon as feasible. All bids will be compared using the Engineer's Estimate of the quantities of work on the Bid Item List. For the purposes of bonding, the engineer's estimate for the work is in the range of $5.1 to $6.1 million. The successful bidder shall furnish a payment bond and a performance bond, each in the full amount of the contract price. These bonds shall be executed by a surety specified in California Code of Civil Procedure 95.310. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
