Reference Number 0000333756 This is the second round of qualifications for general contractors as it pertains to the Home Repair Program. The City is seeking only those general contractors that are lead and asbestos certified. Home repairs consist of all repairs inside and outside of the home, except for those that are considered cosmetic. The of work will also include bringing property into compliance with federal, state, and local building codes and adhering to minimum property standards established by the program. The Minimum Property Standards (MPS) are based on Department of Housing and Urban Development's (HUD) Decent, Safe, and Sanitary (DSS) Standards. Repairs will be limited to single- family homes that are approved for repairs by a program inspector. Buyer Preferences, Guidelines & Requirements General Requirements - Insurance Required Bonding Requirements - Performance Bond 100 % - Maintenance Bond 100 % - and Materials Bond 100 % The Contractor(s) who receive the bid award may be required to execute surety bonds, with sureties acceptable to the City. One such bond may be a Performance Bond in the amount of 100 percent of the Contract Price. Another such bond shall be a and Material Bond in the Page 13 of 15 amount of 100 percent of the Contract Price. The Contractor shall also provide a Maintenance Bond in the amount of 100 percent of the Contract Price. The City reserves the right to cancel this solicitation, reject any or all proposals, to waive any irregularities, and further reserves the right to accept any proposal or parts of proposals that it deems to best serve the interest of the City Home repairs consist of all repairs inside and outside of the home, except for those that are considered cosmetic. Framing and structural support components. 3. Critical systems including HVAC, water heaters, water pumps, and related systems. 4. Interior flooring. 5. Doors and/or windows. 6. Electrical. 7. Plumbing. 8. Well/Septic repairs (when necessary). 9. Interior and exterior finishes. 10. Replacement of appliances (if applicable). 11. Any necessary or required Americans with Disabilities Act (ADA) improvements including special tubs/showers, access rams, and special cabinets/counters. 12. Sidewalks/walkways providing access to the structure, which pose a health and/or safety hazard. 13. Any and all necessary site work required to complete the rehabilitation. 14. Construction material/waste removal and disposal. 15. Abatement activities for materials containing lead. 16. Abatement activities for any materials containing asbestos. Additional perimeters include the following: 1. Cost-effective energy measures and improvements that meet local zoning and code. 2. Decent, Safe, and Sanitary (DSS) standards or required Housing Quality Standards (HQS). 3. Improvements that add enhanced resilience, such as elevation of major electrical components, roof strapping, and other measures. 4. Lead-based paint testing, mitigation, or stabilization, as needed. 5. Asbestos testing, mitigation, or encapsulation. 6. Mold remediation, if necessary. 7. Accessibility features for documented special needs. 8. Repaired homes inhabited by special needs or elderly (age 62 or older) persons must be analyzed as to the special physical needs of such persons. 9. Improvements such as widened doorways, ramps, level entry and doorways, and grab bars in bath areas must be installed, if appropriate. 10. Hearing and sight-impaired adaptations should also be considered. 11. All special needs requirements must be documented prior to approval. 12. Ventilation and energy efficiency items such as ceiling fans, window screens, and screen doors if missing or not functional at the time of inspections. 13. All electrical components must be inspected including service, meter, wiring, and fixtures even if no electrical work is being specified
