The City of East Palo Alto is seeking proposals from licensed Architectural firms to provide professional services for design and preparation of bid documents and construction support for the East Palo Alto Library, located at 2474 Pulgas Avenue, East Palo Alto, CA 94303. he East Palo Alto Library project will include a new approximately 21,000-27,000 square feet building public library for the City of East Palo Alto (City). Based on the current conceptual plan completed in 2020, the new Library building will consist of a two-story structure, approximately 23,878 square feet, and designed for LEED certification (optional). The total project cost estimate was $32.4 million. However, the selected firm will be tasked to work with the City and San Mateo County Library JPA, project managers, and the community at large to validate or amend the current conceptual program. The East Palo Alto Library has served the residents of the City for over 100 years. The current facility is located inside the County Government Center building at 2415 University Avenue. The Library is an important educational and cultural gathering space. Approximately 60% of residents have a library card and pre-pandemic close to 150,000 people visited the library annually. The library has served as a learning center, safe haven, place of refuge, and is open to everyone seven (7) days a week. Not only is the East Palo Alto Library well-used, it is wellregarded by the community. Except for the obvious limitations of space, the library is consistently praised for its programs, services and customer service. General Services The consultant will perform all architectural, engineering and project management related work necessary to prepare plans and specifications suitable for public works bidding. Consultant services shall include, but are not limited to: project management, design development, bid documents, bidding support, and construction support services, as further detailed below. The consultant shall also be responsible for facilitating the community outreach and participation process in coordination with the project manager and the City. While the City has already conducted significant public surveying of members of the community, and wishes to build upon what has already been done, additional public outreach and involvement will occur so that all members of the community have an opportunity for their voice to be heard. Most of these outreach efforts will take place during the conceptual design refinement and schematic design phases, but follow up during later phases will also be required. While the firm of wHY Architects has already prepared a conceptual design for the Library, there will be a first phase of conceptual design refinement, during which time this conceptual design will be revisited or reconsidered based upon new input from the clients, the selected firm, and members of the community through a public outreach effort.
