The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate organizations (Responders), conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the direction Public Works wishes to go. The construction Contract will be separately advertised and bid by the City of Saint Paul and awarded to a Contractor. The scope of construction work (separate Contract) includes and is not limited to grading, aggregate base, bituminous paving, signal systems, drainage, retaining walls, lighting, landscaping, and replacement of existing Bridge Nos. 62008/62008A with new Bridge No. 62666. Question Deadline 11/07/2023 at 4:00 PM CT Vendor questions or clarifications must be submitted on the Supplier Portal. NO PHONE CALL QUESTIONS WILL BE ANSWERED. DIRECT CALLS, EMAILS, TO CITY STAFF IS PROHIBITED. The estimated construction contract amount is in the range of $65M to $75M. The City reserves the right to waive immaterial, minor deviations in the solicitation document, solicitation procedure, and/or solicitation response if it does not affect the competitiveness of the solicitation. The City reserves the right to not only check references but verify prior work experience. Failure to perform adequately on prior contracts may be grounds to determine that a responder is not responsible, and to disqualify from contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
