The Corporation of the Township of McNab/Braeside is seeking the services of a consulting engineering firm to carry out all pre-requisite studies, geotechnical and detailed design necessary for the rehabilitation/reconstruction of the following road segment: a. Kippen Road - From White Lake Road (CR-2) to Stewartville Road (3.7 km) b. Stewartville Road - From Kippen Road to Flat Rapids Road (3.1 km) All Bidders shall familiarize themselves with the site and all aspects of the work The Township has identified the following existing conditions with regards to the roads included in this project. 2.2.1 Kippen Road Posted Speed Limit: 80km/h Asphalt width: 6.1m Gravel Shoulder: 1.0m Traffic Volume and Travelled Speed: AADT: 463; 85% Speed: 89.9 km/h (200m east of Creek Side road Sept 21 - Oct 3, 2022) 2.2.2 Stewartville Road Posted Speed Limit: 80km/h Asphalt width: Varies 6.5m to 7.6m Gravel Shoulder:1.0m Traffic Volume and Travelled Speed: AADT: 562; 85% Speed: 92.9 km/h (232 Stewartville Road July 18 - July 31, 2023) 2.3 DESIGN STANDARDS The Township has identified the following desirable road design standards: Speed Limit: 80 kph. Design Speed: min. 80 kph (preferred) Road Cross-Section: Lane width - 3.25 m with 0.5m paved shoulder Shoulder width - 0.5 to 1.0 m with .5 m rounding - 6% crossfall. Surface design - Hot Mix Asphalt (2 lifts) Ditch side slopes - 3:1. Right-of-Way Width: 20 m Notwithstanding the above mentioned desirable road design standards, the Consultant must undertake a cost-benefit analyses to determine the optimum road design. Where compliance with the desirable standard will result in significant impacts such as cost increases, excessive property acquisition requirements, utility relocations, etc., the Consultant shall consider and recommend other design options such as maintaining the current road alignment, reducing design speeds, reducing excessive cuts and fills, installation of appropriate warning signage, road drainage alternatives, etc. The design options presented must consider the best interests of the public with due regard for environmental concerns, capital cost, and operating efficiency in accordance with current engineering practice and acceptable municipal and regulatory standards.
