Envelopes containing bids must be clearly marked on the outside of the envelope that a bid is enclosed and title of the bid. Bids mailed or delivered by courier shall be inserted into two envelopes, with the inner envelope containing the bid. The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where such acceptance, rejection, or waiver is considered to be in the best interest of the Owner, and to reject any bid where evidence or information submitted by the bidder does not satisfy the Owner that the bidder is qualified to carry out the details of the contract documents.
