The consultant will be required to provide all services and work to complete the required rate study for each utility. The consultant should include the gathering and analysis of data in the scope of work, periodic meetings with City staff, and a presentation to the City Council. BACKGROUND AND DISCUSSION Pickleball was created in 1965 locally on Bainbridge Island in Washington State. SB 5615-2021-22 Designated Pickleball as the official Washington State sport. Pickleball is now one of the fastest growing sports in the country, and the Oak Harbor Community has consistently provided feedback over the last ten years to prioritize building more Pickleball courts. Several sites are being considered and may be utilized for additional courts in the future. Fort Nugent Park and Neil Park are preferred for the first installation site of a pickleball court complex. Still, an analysis of each site's appropriateness and supporting factors such as parking, restrooms, and noise impact on residential areas should be conducted. The City of Oak Harbor is seeking qualified persons or firms to provide professional site evaluation, design, and engineering services to deliver engineering cost estimates and construction drawings and plans to construct and furnish eight (8) new concrete pickleball courts. Cost analysis to include all prepped, finished site preparation, excavation, all grading, court laying, draining, court surfacing/texturing, fencing, and site accessories/amenities, as per specifications in this RFP Exhibit A Scope of Services. The City of Oak Harbor reserves the right to reject any or all submittals, to compare the relative merits of the respective responses, and to choose a vendor which will best serve the interests of the City.
