The City of Seabrook seeks proposals from qualified vendors for the selection of a Fiber Optic Cable Engineering and Construction Contractor for the design, supply, integration, installation and commissioning of Fiber Optic lines. Please note, the fiber optic lines will parallel Repsdorph Road (Harris County Roadway), NASA oad 1 (TXDOT Roadway) and have to go under State Highway 146 (TXDOT Roadway). Contractor will be responsible for coordinating with TxDOT and Harris County for plan approval and permits in order to complete this project. This project should include route engineering, permitting, and as-built documentation, as well as construction, including underground boring and installation of fiber optic network cabling. Construction should include installation and termination of underground single mode fiber optic network between specified endpoints, as well as full testing of terminated fiber links. City shall not provide interpretation of the meaning of the plans, specifications, or other RFP documents to any Proposer orally. Such communication must be submitted to the City in WRITING. No questions will be answered over the phone or in person, except during the Informational Meeting. Every request for such interpretation must be in writing addressed to the Purchasing Coordinator, 1700 First Street, Seabrook, TX 77586, or emailed to Gerald Pierce, gpierce@seabrooktx.gov. All requests must be received by the date indicated in the timeline above, or not less than three (3) business days prior to the Proposal due date. If the amount of the Proposal exceeds $50,000, such Proposal shall be accompanied by a Bid Bond from an approved Surety company licensed to operate in the State of Texas to act as Surety, or a bonding company furnishing a certificate from the Texas State Board of Insurance Commissioners in the amount of five percent (5%) of the greatest amount Proposed and made payable without recourse to City of Seabrook. Said Proposal security shall serve as a guarantee that the successful Proposer will enter into a Contract with City and execute any additional required bonds within ten (10) business days after Council approval of Contract. Bid Bonds must be enclosed in the same envelope with the Proposal. Proposals without Bid Bonds may not be considered. All Bid Bonds will be retained by the City until the successful Proposer has executed the Contract and submitted required payment and performance bonds. Thereafter, all Bid Bonds, except that of successful Proposer if no additional bonds are required, will be returned within ten (10) business days. If the amount shown on your proposal Cost Sheet is $50,000 or greater, the payment bond shall be 100% of that amount. If the amount shown is less than $50,000 a payment bond is not required. The payment bond shall be for a one-year term. A new bond shall then be submitted each year if the contract is renewed. The payment bond is solely for the protection and use of payment bond beneficiaries who have a direct contractual relationship with the prime contractor or a subcontractor to supply public work labor or material, and in the amount of the contract. The City will require the contractor, Prior to beginning any work, to execute bonds with the City.
