Concrete & Brick Sidewalk Removal/Replacement and Complete Sidewalk Installation; SP-119 Letting Number 8765 Project Number SP-119 Liquidated Damages - Schedule Related Liquidated Damages: $275 / per day Bid Deposit - $22,725.00 The Minority Business Enterprise (MBE) and the Women-Owned Business Enterprise (WBE) (together the M/WBE) participation goal for this Letting is 24% MBE participation distributed as follows: 21% African American, 2% Hispanic American, 0.5% Asian American, and 0.5% Native American plus 11% WBE participation. M/WBE participation level is based on the base bid and any alternates accepted. Eligible M/WBE firms must be certified and listed in the City of St. Louis M/WBE. On contracts with an estimated cost of $300,000 or less, a 5% bid discount will be applied to M/WBE Bidders during the evaluation process; the actual contract amount shall not be lowered. Proof of M/WBE project goal attainment shall be submitted at bid opening and documented on the Section 004310 M/WBE Utilization Plan Forms. If the Bidder fails to meet the participation goals, the Bidder must make a Good Faith Effort to meet the participation goals. Plans, Specifications, and the Agreement may be examined online at Bid Express and may be downloaded for free. The Bidder must pay $40 to submit a bid through the Bid Express Service. Monthly subscriptions are available. If any prospective bidder is in doubt as to the intended meaning of any of the specifications, plans, or other proposed Contract Documents, that person may submit, in writing using Section 004326-Bid Inquiry Form, to the Contract Supervisor of the Board of Public Service, a request for an interpretation thereof. All requests for interpretation must be submitted no later than the end of the business day, 15 days before the bid is due. Any such interpretation will be in the form of an addendum to the specifications to all bidders. Each bidder shall specify in their proposal in figures, a unit price or lump sum for each of those items where so-called for in the proposal. Each bid must be accompanied by a Cashier's or Treasurer's Check of a Bank or Trust Company in the City of Saint Louis, payable to the Order of the City Treasurer, or a Surety Bond approved by the Comptroller, for the amount of Deposit required, as heretofore stated. If submitting a paper Bid Bond or Check, an original copy must be submitted to the Board of Public Service (Helen Bryant, Room 301 City Hall, 1200 Market Street, St. Louis, MO 63103) prior to bid opening, and a scanned copy must also be uploaded to Bid Express with the bid. All Work under this contract will be paid for in cash, based on monthly estimates of the Work completed, less a retained amount of five percent (5%). Final payment, including all retained percentages, will be made within ten (10) days after completion of all Work and final acceptance by the City. All labor to be performed under this contract shall be subject to the provisions of Sections 290.210 to 290.340, inclusive of the Revised Statutes of Missouri. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of Work of a similar character in the City of St. Louis as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher, including the general prevailing rate for legal holiday and overtime Work. NOTE: Contractors who attended the pre-bid meeting for SP-118 (Letting 8764) are eligible to bid on SP-119 without attending this meeting. The proposed Work includes Replacement of curbs, sidewalk, and other incidental construction in the public right of related to the City's 50/50 Sidewalk Program. Repairs can be located in any Ward throughout the entire City limits.
