Project Overview: To solicit bids from qualified firms to renovate the Gloucester County Library. The Project consists of the interior renovation of a 24,200 SF one-story building located in Gloucester, Virginia. The Work consists of renovating parts of the building interior (removing some walls, ceiling, doors for relocation/reuse) to reconfigure some spaces. The bidder shall provide all the necessary services, supervision, labor, materials, tools and equipment necessary to construct the project as defined in the Contract Documents. Questions: Questions or comments regarding this solicitation shall be directed to the Buyer not later than November 10, 2023, by 4:00 p.m. CONTRACT TERM: The contract term for services under this contract shall be from date of award until completion of services. All work shall be completed and ready for final acceptance by the County by May 31, 2024. Contract time extensions will only be granted for reasons beyond the control of the Contractor. Contract time extensions requests caused by weather must include documentation confirming that weather patterns were outside of what is classified as normal for this region (and season) and resulted in lost workdays over and above those which could be normally anticipated. WORK SITE DAMAGES: Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this contract shall be repaired to the County's satisfaction at the Contractor's expense. Further, the Contractor acknowledges that it is their sole responsibility to safeguard all worksite materials from loss, theft or vandalism during the performance of the Contract. BID BOND OR GUARANTEE: Bids in excess of $100,000 shall be accompanied by a bid bond or guaranty of five percent (5%) of the amount of the bid, which shall be a certified check, cashier's check, or a bid bond payable to the Treasurer of the County of Gloucester, Virginia. The sureties of all bonds shall be a surety company or companies that are approved by the State and are authorized to transact business in the County. Such bid bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw such bid during the period of sixty (60) days following the opening of bids; and that if such bid is accepted, the bidder will accept and perform under the terms of the Invitation for Bid and Purchase Order or Contract. The bid guarantee will be returned upon award of contract. PERFORMANCE AND PAYMENT BONDS: If requested, the successful Bidder shall provide the County with an executed Commonwealth of Virginia Standard Performance and Labor and Material Payment Bonds, each in the sum of the contract amount, with the County of Gloucester as oblige. The surety shall be a company or companies approved by the State Corporation Commission to transact business in the Commonwealth of Virginia. No payment shall be due to the Contractor, even if the contract has been performed in whole or in part, until the bonds have been delivered to and approved by Central Purchasing. Standard bond forms will be provided by the County in the solicitation document or at the time of award. Award will be made to the lowest responsive and responsible Bidder. The ability, capacity, skill, character, integrity, reputation, judgement, experience, efficiency, ability to perform within the time specified, quality of performance of previous contracts, financial resources, suitability of goods or services to particular purpose and future maintenance and service and any exceptions noted will be taken into consideration in making an award. The County may request additional information and make reasonable investigations as deemed proper and necessary to determine the ability of the bidder to perform the services/furnish the goods and the bidder shall provide the County information and data for this purpose. The County may inspect physical facilities if deemed necessary. The results of investigations and inspections may result in rejection of the bid. In addition, the County reserves the right to conduct any test/inspection deemed necessary to assure goods and services conform to the specifications. The County reserves the right to reject any and all bids in whole or in part, to waive any informality and to delete items before making an award. Bidders agree that decisions of the Purchasing Agent are final, and shall hold harmless the County, its departments, directors, employees, and consultants and others involved in solicitation and selection. The submission of a bid indicates acceptance of this condition. In the event of an error or inconsistency between the unit price(s) and the extension of prices, the unit price(s) shall govern. If the bid from the lowest responsive and responsible Bidder exceeds available funds, the Purchasing Agent or designee may negotiate with the apparent low Bidder to obtain a contract price within available funds. Award will be based on net prices. Unit prices, extension and grand totals must be shown. However, the Purchasing Agent reserves the right on multiple item procurements to make an award either in whole or in part, whichever is deemed in the best interest of Gloucester County. SMALL, WOMEN-OWNED MINORITY AND SERVICE DISABLED VETERAN OWNED BUSINESS REQUIREMENTS: The County of Gloucester desires to facilitate the establishment, preservation, and strengthening of small businesses and businesses owned by women, minority individuals and service disabled veterans, and employment services organizations, and to encourage their participation in the County's procurement activities. The County of Gloucester encourages these persons, entities and firms to compete and encourages non-minority firms to provide for the participation of small businesses and businesses owned by women and minority individuals and service-disabled veterans through partnerships, joint ventures, subcontracts, and other contractual opportunities.
