Pinal County is seeking a qualified engineering firm to provide Final Design for improvements to the East-West Corridor as identified in Pinal Countys East-West Corridor Study - Final Design Concept Report (2015). A high-capacity transportation facility directly linking the Cities of Maricopa and Casa Grande between State Route 347 and Interstate 10. Questions Due Date: Nov 2nd 2023, 5:00 PM MST Estimated Interview Date: January 9, 2024 Initial Cost Proposal Due Date: January 24, 2024 Estimated Contract Notice to Proceed Date: February 2024 Construction is nearly complete of the initial segment within the City of Maricopa also known as the Sonoran Desert Parkway that terminates at Porter Road along the Farrell Road alignment. Pre-Submittal Conference: N/A This final design effort will begin at Porter Road and continue east to Interstate 10, approximately 15 miles. The EastWest Corridor will implement the Arizona Parkway Concept, a four lane divided highway in order to increase capacity and enhance traffic efficiency. The Design firm shall perform the following tasks, at a minimum: Prepare a scoping document for the project. Consultant shall work with all stakeholders as appropriate to confirm project design scope. Perform activities related to NEPA/environmental clearances in coordination with the Ak-Chin Indian Community. Perform activities related to Army Corps of Engineers permitting/clearances. Review utility services within the proposed project limits for conflict and design appropriate measures to avoid conflict or remove conflict. Work with Pinal/Maricopa/Casa Grande Right-of-Way sections and provide design exhibits for clearances. Provide Utility and Railroad Coordination as referenced in Chapter 11 of the ADOT Local Public Agency Projects Manual. Provide coordination with ADOT permitting for work on State Route 387 and Interstate 10. Work with Pinal/Maricopa/Casa Grande to provide project technical information and attend public information meetings as needed Design services will also include surveying, geotechnical investigations and reports, structure analyses and design, drainage report, pavement materials report, earth work report as needed, roadway design as needed, traffic design (pavement marking, striping, signing, traffic control design) and any additional data collection/study needed to confirm design decisions, design exceptions/variances, ADA work if necessary. Project submittals including scoping document at 30, 60, 90 and 100% completion Prepare construction bid documents (Plans, Specifications and Estimate) The Consultant shall determine the need to obtain any federal, state and local permits to conduct this study The Consultant, in coordination with Pinal/Maricopa/Casa Grande, shall obtain temporary entry documents for entry to each parcel for any or all of the following activities: archaeological surveys, geotechnical investigations, location survey work and any other design related activities required for the project development. Consultant may provide post design services, added by contract modification, as necessary for successful completion of the construction project. All work on this project is to begin in February 2024 with Final Sealed Plans, Specifications and Estimates provided to Pinal County in May 2025. All questions related to this Request for Qualifications shall be directed to the Procurement Officer, Lorina Gillette at Lorina.Gillette@pinalcountyaz.gov . Questions shall be submitted in writing. Any correspondence related to a solicitation should refer to the appropriate solicitation number, page and paragraph number. Failure to use this single point of contact when submitting questions may cause your SOQ to be rejected. Any answers or clarifications will addressed to all bidders in an addendum. Under no circumstances shall verbal interpretations or clarifications be given to individual consultants. Effective the date of the first public advertisement of this contract, no further contact is allowed with any Pinal or Federal Highway Administration (FHWA) personnel concerning this project except for questions of an administrative or contractual nature that shall be submitted in writing to the attention of the procurement officer listed above. This restriction is in effect until the selection has been announced. There will be no Pre-Submittal Meeting associated with this solicitation. The method of Contractor Selection has not been Determined at this time.
