Vallejo Flood and Wastewater District (VFWD) receives development reviews that are submitted to the City of Vallejo through the City's online system. The number and complexity of reviews has increased that necessitate utilizing outside consultants. VFWD has increased the Capital Improvement Budget that, at times, exceeds the capacity of staff. Staff augmentation with consultants to assist with Engineering work is needed. The scope of work is primarily providing development reviews for VFWD. Additional items include standardizing forms and procedures used in the development process, attending meetings with the City of Vallejo and/or developer, reviewing and commenting on development studies. The time commitment to complete development reviews fluctuates from week to week. Some development reviews last several years. In addition, the development reviews for the Mare Island development is expected to increase. The selected firm is expected to become an expert with VFWD Engineering Standards and have knowledge of the City of Vallejo planning and development review process/rules, subdivision map act, sanitary sewer and stormwater systems, public works, economic development, zoning, and special districts. The selected firm must be able to provide additional staffing upon request to meet demands in times of increased need and maintain continuity throughout multiple development reviews and/or development reviews that encompass several years. Consultant will have the ability to provide Engineering staff augmentation as needed that may include plan preparation, research, technical memorandum's, standards development, and other Engineering related tasks to augment Engineering staff. VFWD reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel the RFP in part or in its entirety, if it is in the best interest of VFWD to do so. VFWD may require the proposer selected to participate in negotiations, and to submit subsequent proposals or clarifications as may result from negotiation.
