The Scope of Work under this solicitation will include, but not necessarily be limited to the following goals and tasks. Specific goals of this Downtown Pawtucket & Neighborhood Streetscape Improvement Strategy include recommendations that: o Enhance mobility and access, improve the equity, safety, reliability, and sustainability of our mobility systems, reduce our reliance on automobiles, allow for more growth with priority given to biking and pedestrian flow. o Design a public signage plan that incorporates branding, street signage, and wayfinding, connecting transit center to riverfront, through the downtown. o Design private, street view signage that maintains the downtown "brand", unifies commercial properties, is attractive, highly visible and unique to its micro environment. o Identify critical properties whose impacts are greater than their own footprint and a strategy for facade and site improvements and usage. o Identify ways art and culture can enhance the assets of the area, its spaces and places. o Develop strategies that celebrate existing businesses, food and beverage industry clusters and encourage a high quality of life that appeals to all ages, and both local and tourist populations. o Specific suggestions, with pricing, for active and attractive priorities including lighting, cleanliness, trash, safety, destination worthy and impromptu events. o Specific suggestions and conceptual plans for the public realm, including carve out spaces, large and small, sidewalks, intersections, parks and parklets, greenery, throughout the downtown/neighborhoods. o Propose strategies that get people out of their routines, get them downtown, draw in the people living in the 800-1000 new units of housing developed or being developed around the new Transit Center. o Ensure that the city's street improvement priorities address the rapid growth of ride-hail, car share, and meet service and delivery vehicle needs. o Ensure that the city's streetscape improvements are equipped to manage emerging communication technologies such as live kiosks, phone apps for events, parking, etc. o Provide for near term, mid-term and long-term implementation, for ease of public acceptance, and to match city growth. Bidder is required to provide a bid surety in the form of a bid bond or certified check payable to the City of Pawtucket in an amount not less than five percent (5%) of the bid price. The successful bidder will be required to furnish all insurance documentation as outlined in the attached Purchasing Rules & Regulations and General Terms & Conditions of Purchase. Answers to questions received, if any, will be posted on the internet as an addendum to this bid solicitation. The City of Pawtucket reserves the right to award on the basis of cost alone, accept or reject any or all bids, and to act in its best interest including, but not limited to, directly negotiating with any vendor who submits a proposal in response to this RFP and to award a contract based upon the results of those negotiations alone. The method of Contractor Selection has not been Determined at this time.
