The scope of work is generally for construction of new sidewalk, curb ramps and driveways to enhance pedestrian connectivity to and from the Downtown Concord PDA that provides access to the BART station, Priority Development Area (PDA), bus stops, schools and parks. The work shall include traffic control, staging of the work, erosion and sediment controls, storm water pollution control, clearing and grubbing, demolition and off-haul of existing improvements, curb and gutter, sidewalk, driveways, asphalt pavement, concrete walkways and driveway conform, asphalt concrete sawcut and removal, traffic signal modification, pavement striping and marking removal and installation, replacement of existing improvements, and such other items or details that are required by the Plans, Standard Specifications, the Special Provisions and as directed by the Engineer. The Engineer's estimated construction cost is $3,000,000 for the base bid plus additive bid 1. The Contractor shall possess at least the following valid Contractor's licenses at the time the bids are opened: Class "A": General Engineering Contractor The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project valued at not less than $2,000,000.00. Labor Compliance Requirements (Prevailing Wage, SB854 Etc). Contractor/Vendor must comply with all labor compliance requirements including but not limited to prevailing wage requirements, SB 854, Labor Code sections 1771.1(a) & 1725.5, Public Works Contractor Registration Program, Electronic Certified Payroll Records to Labor Commissioner, and other requirements described on the direct links provided in the document 'Labor Compliance Requirements (Prevailing Wages, SB 854 Etc.', posted on the City Purchasing's website. The City has ascertained that the higher of either the Federal Wage Rates or State of California prevailing wage rates are applicable for this project. The federal wage rates are listed in the appendices of the special provisions All Bids Shall Be Presented Under Sealed Cover and Shall Be Accompanied by Cash, Cashier's or Certified Check or a Bidder's Bond Executed by a Corporate Surety Insurer. The Bidder's Guarantee Shall Be in an Amount Equal to at Least Ten Percent (10%) of the Amount Bid and Made Payable to the City of Concord. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final. The DBE Contract goal for this project is 21 percent. It shall be the Bidder's responsibility to ensure that any such request is submitted to the City in writing no later than November 7, 2023 at 5:00 p.m., to allow sufficient time for the City to issue a written Addendum.
