Union County will receive sealed term bids at the County Office at 108 East Main Street, New Albany, Mississippi for the following county supplies for the time period beginning January 2, 2024, through December 31, 2024: 1. Slag and Aggregate at the plant, and the sizes to include are #1, #2, #4, #6, #7, #56, #89, #89m, Crusher Run (CR), Surge and RipRap (with sizes #89, #89m, #7 and #56 to meet Mississippi State Aid Road Specs) and these shall be priced by the ton. 2. Liquid Asphalt Delivered, CRS2, CRS-2P and Fog Seal must meet Mississippi State Aid Road Specs. Fog Seal needs to have with and without labor. The bidder shall submit a bid price by the gallon and include a return price as well as a demurrage price rate. 3. Liquid emulsions for the production of stockpile Cold Mix that will remain pliable for 6 months. The bid should reflect pricing by the gallon and delivered to the Union County Central Shop. 4. Cold Mix mixed onsite at various Union County locations within the county, priced by the gallon with the county supplying all rock associated with the onsite mixing of the cold mix. The cold mix supplier will supply all other materials, labor and equipment needed to mix the cold mix by the gallon. 5. VCold Mix pick up by the ton and load on Union County trucks at manufacturers plant. 6. Bituminous Hot Mix at the plant (9.5mm,12.5mm, 19.0mm(base) st mix). The Hot Mix Plant must be located approximately 50 miles or less from New Albany, MS, due to county hauling and the required temperature of the hot mix. The price shall be by the ton. 7. Bituminous Hot Mix (9.5 mm,12.5mm,19.0mm(base) st mix) laid in place (County furnishing mix and delivering) mix will need to meet Mississippi State Aid Road Specs. The price shall be by the ton. The vendor must be willing to provide workers compensation and general liability insurance as well as bonds required by law (such as performance and payment bonds) The Vendor will also be required to provide a Certificate of Responsibility number and include this number on the outside of the envelope or on the electronic bid. 8. Bituminous Hot Mix (9.5 mm,12.5mm,19.0mm(base) st mix) delivered and lay in place with the County furnishing the mix. The mix will need to meet Mississippi State Aid Road Specs. The price shall be by the ton. The vendor must be willing to provide workers compensation and general liability insurance as well as bonds as required by law (such as performance and payment bonds). The Vendor will also be required to provide a Certificate of Responsibility number and include this number on the outside of the envelope or on the electronic bid. 9. Bituminous Hot Mix (9.5 mm,12.5mm,19.0mm(base) st mix) Complete job from start to finish for labor and delivery of Hot Mix, the price shall be by the ton. Hot Mix will be based on the MDOT Index which is subject to change monthly. (This should meet Mississippi State Aid Road Specs.) The vendor must be willing to provide workers compensation and general liability insurance as well as bonds as required by law (such as performance and payment bonds). The Vendor will also be required to provide a Certificate of Responsibility number and include this number on the outside of the envelope or on the electronic bid. 10. Reclamation the Vendor shall pulverize and mix the subgrade/asphalt according to Special Provision 907-424, Roadbed Reclamation. The mixing depth will be nine inches (9") deep. The volume of cement to be mixed will be six percent (6%) by volume. The majority of the material to be mixed will be approximately four to six inches (4" to 6") and variable of stripped asphalt and three inches (3") of granular base. Traffic shall not be allowed on the reclamation area for a period of three (3) hours after mixing and compaction. The total mixing width shall be twentyfour feet (24") wide. The Vendor will have the option to seal the reclamation area by placing a curing seal with sand blotter material or keep the reclamation area damp at all times until the chip seal course is placed. The vendor will open lanes up for two-way local traffic only at the end of the day. The vendor must be willing to provide workers compensation and general liability insurance as well as bonds as required by law (such as performance and payment bonds). The Vendor will also be required to provide a Certificate of Responsibility number and include this number on the outside of the envelope or on the electronic bid. This will be a complete job from start to finish. a) Portland cement in place for soil cement to meet all requirements of Section S-308- Portland treated courses as per Mississippi Standard Specification for State Aid Road and Bridge Construction; Division of State Aid Road Construction 1989 Edition; priced per CWT on site in Union County as directed by the Road Manager. All testing of in place material will be performed by the County Engineer, if necessary, at the expense of the County. All testing shall meet the appropriate sections of the Mississippi Standard Specifications. b) Soil cement water mixing (multiple pass mixers) in place to meet all requirements of Section S-308 Portland treated courses as per Mississippi Standard Specification for State Aid Road and Bridge Construction; Division of State Aid Road Construction 1989 Edition; priced per CWT on site in Union County as directed by the Road Manager. All testing of in place material will be performed by the County Engineer, if necessary, at the expense of the County. All testing shall meet the appropriate sections of the Mississippi Standard Specifications. The Board will allow the successful bidder to adjust prices in accordance with the price adjustment clause as authorized by MS Code Section 31-7-13(i) for road construction petroleum products. Awards will be made based on the lowest and best bid. The Union County Board of Supervisors reserves the right to reject any and all bids. The Board also reserves the right to waive minor technicalities on bid proposals when it is in the best interest of Union County. Bids shall be signed, dated and on company letterhead.
