The Town of Mount Washington, ("Town") acting through its Highway Foreman invites sealed bids from contractors to apply recycled asphalt shingles (RAS), and add a liquid ammonium lignosulfonate stabilizer on East and West Street to improve the pavement structure of these gravel roads in the Town of Mount Washington. Specifications for this job are outlined on the attached Bid Proposal Form and must be strictly followed. No modifications will be allowed. All bid proposals must be made on the Bid Proposal Form and must be complete. Incomplete submissions will be deemed non-responsive and will be rejected. Only those contractors who have been pre-qualified by the Massachusetts Department of Transportation (MassDOT) and have a pre-approval form will be allowed to receive Bid Proposal Packages and bid on this project. All bids must be accompanied by a bid deposit of five percent (5%) of the bid price in the form of a bid bond, cash, certified or cashier's check issued by a responsible bank or trust company, payable to the Town of Mount Washington. Bid bonds shall be with a surety company qualified to do business in the Commonwealth of Massachusetts and shall be satisfactory to the Town. Proposals must be sealed and clearly marked "Gravel Road Improvements 2023-24". Bids received after the deadline will be returned, unopened. Corporate bidders must submit an executed Certificate of Vote (form attached to Bid Proposal Form) stating that the person signing the bid has the authority to bind the corporation. Bids may not be withdrawn within 30 consecutive days after the bid opening. A contract for the project in the same form as that enclosed in this package will be awarded within 30 days by the Board of Selectmen to the qualified, responsive bidder with the lowest total price for the project. The Town reserves the right to reject any and all bids. The bidder agrees that its bid shall be good and not withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays exclude, after the date of opening the bids. Bidders are requested to commence the project as soon as possible and should be completed by June 15, 2024. Once commenced, all work should be uninterrupted until completion. Prevailing wage rates as determined by the Commissioner of Labor and Industries must be paid on this contract. A copy of said rates is contained herein. All reports and records required shall be maintained and/or submitted by each contractor and subcontractor. The successful bidder shall furnish to the Town a one hundred percent (100%) Construction Payment Bond with a surety company acceptable to the Town.
