Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Colmesneil; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Bids may be held by the City of Colmesneil, Texas for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture (TDA) and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirements regarding meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. Excavate, remove and dispose of existing wooden crossing bridge structure; 6. Excavate and prepare subgrade to the lines and grades shown in the plans 7. Furnish and install precast concrete 10'x5' box culvert; 8. Backfill box culverts as shown in the plans; 9. Construct concrete parallel wingwalls for box culverts; 10. Install and compact flexible base; 11. Install prime coat and new HMAC surface; 12. Furnish and install guard fence; 13. Seed disturbed earthwork;
