This RFP is an invitation to prospective proponents to submit non-binding proposals for the provision of a University of Guelph Decarbonization Feasibility Study. The goals of this exercise are: Identify and evaluate three pathways to decarbonization by 2040 of the main campus specific to the operating profile of the University of Guelph in addition to the business-as-usual scenario; Recommend one pathway to net zero by 2040 for the DEDP, including cost timeline and construction schedule; Summarize the DEDP in a final report, including financial analysis, cost timeline and construction schedule; Support other climate action plan processes such as updating design standards and building energy audits; Review the results of the building energy audits completed by a third-party consultant and incorporate them with the DEDP into an overarching report outlining the University of Guelph Climate Action Energy Plan Program Objectives The development of the University's Climate Action Plan will consist of the following processes: Building Energy Audits - An energy audit of each building on campus will be conducted to determine which building measures are required to reduce energy consumption and demand on a building-by-building level. These measures will be integrated into annual capital planning based on DCRM prioritization or bundled to create a large-scale energy project. This will be done using a phased approach, prioritizing buildings that have the most critical DCRM, greatest energy consumption and strategic importance to the academic mission of the University. Design Standards - Update University of Guelph Design and Construction Standards to ensure all new construction and renovation projects align with the net-zero carbon emissions by 2040 target. This will take place as part of the broader Design Standards Refresh. Decarbonize the District Energy System - Develop pathways to decarbonize and reduce the Green House Gas (GHG) emissions of the Central Utility Plant and the district energy system over time. Financial Analysis - Prepare a cost-benefit analysis of the entire plan, prioritizing projects that reduce greenhouse gas emissions, utility consumption, address DCRM, enhance the financial sustainability of the University and enable long-term investment in energy efficiency and climate action.
