Project Title: Sam Houston Multi-Use Trail Bridge East Repair NAICS: 237310 - Highway, Street, and Bridge Construction Size Standard: $45 million Product Service Code: Y1LB - Construction of Highways, Roads, Streets, Bridges, and Railways Magnitude: Between $1,000,000 and $5,000,000 Set-aside: This requirment is a 100 percent competitive HUBZone set-aside. The U.S. Department of Agriculture (USDA) Forest Service requires a Contractor for to provide construction services to perform condition assessments and recommended rehabilitation/repair and/or replacement of up to 26 trail bridges along the Multi-use Trail (MUT) East on the Sam Houston National Forest. Some bridges require total replacement while some may require major repairs, minor repairs or no repairs at all. The result is for all 26 bridges to be in such condition to provide many years of service to the public. While this Indefinite Delivery Vehicle (IDV) initially identifies trail bridge and replacement work on the Sam Houston National Forest, the intent is for this IDV and subsequent scope to be available throughout the National Forest and Grasslands in Texas. Project scope, includes, but is not limited to the following types of work associated with trail bridge repair and replacement: o Erosion control such as installation of riprap and/or retaining walls to prevent scouring; o Installation of low-water crossing, including, but not limited to, interlocking blocks, pavers and flexamats; o Installation of arch culverts or bottomless arched culverts; o Repair of existing bridges to bring them back to a usable condition; and o Installation of new (fiberglass reinforced polymer) FRP Bridges The contractor will be required to provide construction services to perform condition assessments and recommended rehabilitation/repair and/or replacement of up to 26 trail bridges along the Multi-use Trail (MUT) East on the Sam Houston National Forest. Some bridges require total replacement while some may require major repairs, minor repairs, or no repairs at all. The expectation is for all 26 bridges to be in such condition to provide many years of service to the public. The project is located in the State of Texas on the Sam Houston National Forest along the following Multi-Use Trails East. o Boy Scout Trail o Fern Trail o Lake Loop Tral o Northwest Trail o Sandy Trail o YCC Trail o Zebra Trail REQUEST FOR INFORMATION: Interested contractors are requested to provide a response to this RFI that includes the following: o Capability Statement: interested companies should submit a capability statement demonstrating your firm's ability to complete the requirement outlined in the attached draft specifications and drawings as a sole small business or as part of a joint venture/teaming partner agreement with another small business; above to the Contract Specialist, Ian Barnes at Ian.barnes@usda.gov and the Contracting Officer at josh.choi@usda.gov ; not later than (NLT) TBD. o The Capability Statement shall meet the following criteria: o On page one (1) of the Capability Statement, begin by providing your company information as follows: Company name, address, phone number, SAM Unique Entity Identification number, CAGE Code as registered in the System for Award Management (SAM) at http://www.sam.gov/:, and point of contact (name, phone and e-mail). o Capability Statement must be in Microsoft Word, Microsoft Excel, or Adobe PDF format, single spaced, 11-point font (excluding charts and graphics) and the entire document shall not to exceed 10 pages in length to include all attachments, charts, etc. o Capability Statement must include but is not limited to the following items: a. staff expertise, work experience, formal and other training. b. current in-house capability and capacity to perform the work. c. prior completed projects of similar nature. d. corporate experience and management capability. e. examples of prior completed Government contracts, references, and other related information. f. corporate ability to obtain $5-million Performance and Payment Bonds per FAR Clause 52.228-15 for performance in Texas. g. percentage of work to be performed by your firm for this effort. o Small Business designation/status (must correlate with SAM registration): _____ HUBZone Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the USDA FS' review of the information received. This notice is not to be constructed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notification. However, USDA FS reserves the right to contact one or more of respondents if additional information is required. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
