Pursuant to Chapter 103D, HRS, bids for the project "Kihei WWRF Grit System Replacement", will be received on the basis of Multistep Sealed Bidding. For the unpriced first phase, technical offers referred to as the "REQUEST FOR QUALIFICATIONS" documents shall be submitted as instructed on Section 00200 "BIDDER'S STATEMENT OF QUALIFICATIONS", otherwise these documents shall not be opened or considered. "Request for Qualifications" documents received after the date and time stated above will also not be considered. The County will evaluate submitted Requests for Qualifications and will notify bidders of their qualification's acceptance or rejection by the date and time stated on Section 00200. These decisions will be final. For the priced second phase, bidders whose qualifications are determined acceptable will be invited to submit sealed price bids The project involves modifications to the existing headworks at the Kihei Reclamation Facility. Work includes: Removal of the existing grit cyclones, pumps, piping, electrical components and all associated equipment, Reuse and modification of the existing concrete grit equipment pit as a rock box to catch grit from the incoming raw sewage. Including new concrete work, operator access/platforms and equipment, Removal and replacement of all slide gates, Extension of the existing headworks to create a bypass structure for the raw influent wastewater, Structural repairs of the headworks, Recoating of the headworks and rock box with a high-performance coating, Replacing all electrical work to conform to the current electrical codes, Removal and replacement of blowers and associated piping, New 4" aeration piping and 30" bypass piping, Temporary bypass piping of the headworks during construction. Bidders must be qualified in compliance with Section 103D-310 of the Hawaii Revised Statutes. Bidders shall be licensed in accordance to Chapter 444, HRS, relating to the licensing of Contractors. The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS. No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the County of Maui in the manner, form, and amount required in Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total of the bid submitted. Bidders must correctly prepare and submit the documents listed in Section 00300, Proposal.
