The intent of this contract is to replace the roof at the City of Warrenton Public Works office located at 45 SW 2nd St., Warrenton, OR 97146. The following is a brief summary of the major elements of Work that are to be provided by the Contractor. Remove existing metal roof panels and dispose of legally offsite. Remove existing underlayment, insulation and vapor barrier and dispose of legally offsite. Inspect any existing substrate for damage and remove as directed, dispose of legally offsite. Existing gutters and downspouts will remain in place and be reused. Evaluate large vents to determine if they can reasonably be reused. Install new metal flashing at the eaves and the rakes. Install new underlayment, insulation and vapor barrier. If any existing substrate is found to be damaged, install new wood substrate, as directed. Mechanically attach new panel roof system according to manufacturer specifications. Project Substantial Completion shall be: Substantial Completion: 21 days from Notice to Proceed Project Final Completion: 30 days from Notice to Proceed. Questions regarding the project during the bid period shall be submitted to Greg Shafer, Public Works Director, via email at publicworks@warrentonoregon.us. All bidders shall comply with the provisions of ORS 279C.800-870 [workers on public works to be paid not less than prevailing rate of wage for projects over $50,000.00]. Contractors submitting bids are required to be registered with the Construction Contractor's Board and comply with applicable parts of ORS 279C. Bid security in the amount of not less than Five Percent (5%) of the bid must accompany each bid in accordance with the Instructions to Bidders. No bidder may withdraw or modify the bidder's bid after the hour set for the opening thereof, until after the lapse of 30 days from the bid opening. The Owner reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding of the Owner that it is in the public interest to do so in accordance with ORS 279C.395. The Owner reserves the right to waive any bid irregularities or informalities.
