The County of Santa Clara is seeking proposals from qualified vendors to provide parking citation processing services in support of the parking citation operation. Services are to include citation tracking, payment acceptance, appeal processing, and collections. The intent is to quickly, efficiently, and proactively manage all parking citations with a high level of customer service. The contract will be for a three year period, with two one year renewal options, for a total of five years. Question & Answer End Date Oct 30, 2023 5:00:00 PM PDT The County of Santa Clara (hereinafter, "County") is requesting proposals from qualified vendors to provide parking citation processing and collection services. The County plans to use this opportunity to redesign its existing business practices if needed, to follow best business practices currently available in the marketplace. Proposer's responsibilities shall include tracking of parking citations and related data; pursuit of payment; providing timely production of all correspondence, including notices and letters; accurate processing of all DMV transactions; coordination of appeals processing, scheduling of adjudications; revenue transfer and related accounting requirements and maintenance of records and data for all services provided. Services shall be accurately and consistently reported and monitored, and the County shall be able to conduct in-depth audits of all aspects of services provided. This Request for Proposal (RFP) may result in a single award. If an award is made, it is the County's intent to award an agreement for an initial three-year term, with the option to extend the agreement for two additional one-year terms. Upon the selection of a proposer to provide this service to the County, the Proposer shall agree to extend prices, terms, and conditions of the final contract to other political subdivisions, municipalities, and tax-supported agencies nationwide. Such participating agencies shall develop contracts under their contracting policies and authority. The County's Parking Enforcement Program covers jurisdictions that include the unincorporated land within the County, i.e., County-owned land occupied by various service centers and County parks and their related lots; various non-city residential and business areas; a large portion of the Stanford University campus; certain portions of local highways patrolled by the California Highway Patrol; and several cities with whom the County has a contractual relationship to provide parking enforcement and other services. The total annual volume of parking citation issued is approximately 35,000 citations, (80% auto-citations and 20% hand-written). The most common parking citation fine is $45, though there are some which are much higher, such as $290 to $348 for parking violations related to disabled parking. Annual revenue collected is approximately $1,800,000. Pre-proposal Conference None scheduled at this time, to be determined. There will be no public opening for this RFP.
