The Work includes, but is not limited to, the following: installation of three miles of 60-inch water transmission main from the intersection of Southwest Highway and Marion Avenue in the Village of Oak Lawn to Southwest Highway just north of the Cal-Sag Channel in the City of Palos Heights by open cut and micro tunneling methods; installation of valves, blow-offs, and other pipeline appurtenances; installation of a cathodic protection system; pavement removal and replacement; sewer replacement; pipeline cleaning and disinfection; and traffic control and protection. Bids Shall Be Accompanied by a Bid Security in the Amount of 10 Percent of the Total Bid Amount as Guarantee That, if the Bid is Accepted, a Contract Will Be Entered Into and the Performance of the Contract Properly Secured. The Bid Security Shall Be in the Form of a Bid Bond, Cashier's Check, or Certified Check Payable to the Order of The Village of Oak Lawn. No Bid Will Be Considered Unless Accompanied by Such Bid Bond or Check. A Performance Bond And Payment Bond, Each in the Amount of 100 Percent of the Contract Price and With a Corporate Surety as Allowed by Article 5 of the Conditions of the Contract, Will Be Required From the Successful Bidder to Guarantee the Full Performance Of the Contract. The Contractor Will Be Required to Pay No Less Than the Higher of the Rates Required by the Davis-bacon Act and the Illinois Prevailing Wage Act for Each Classification of Work. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the DavisBacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the Illinois Works Jobs Program Act (Apprenticeship Initiative) Information [30 ILCS 559/20/20-1], DBE Policy per 40 CFR Part 33, the "Use of American Iron and Steel" requirements contained in Section 436 of H.R. 3547, the Build America, Buy America Act [Pub. L. No.117-58], The Consolidated Appropriations Act of 2014, and the President's Executive Order No. 11246, as amended. The Contractor Will Also Be Required to Comply With the Equal Opportunity Provisions Set Forth in the Bidding Documents and All Federal, State, and Local Regulations.
