The State of Oregon, by and through its Oregon Military Department, is requesting Statements of Qualifications (SOQs) from entities interested in submitting a Design-Build Proposal for the Award of a Design-Build Agreement for the design and construction of a new, approximate 81,584 square foot, multi-story national guard readiness center that will serve the Oregon Army National Guard in Hillsboro, Oregon. Question Deadline 11/21/2023 at 10:00 AM PT All requests for information, clarification, changes to, or protest must be submitted to the POC listed in Section I(A) of this RFQ no later than Requests for information, clarifications, changes to, or a protest must be marked as such and include the solicitation number and Project name and may be submitted via email. Proposal Security: 10% of GMP that will be set forth in the RFP (Must be submitted by all Proposers with Proposal). Performance and Payment Bonds: The Selected Proposer will be required to provide a performance bond and a payment bond each in the amount of 100% of the GMP set forth in the RFP. (Must be submitted by Selected Proposer only following Notice of Intent to Award). OMD reserves the right to reject any or all Proposals, including without limitation the right to reject any or all nonconforming, nonresponsive, or conditional Proposals. OMD reserves the right to reject the Proposal of any Proposer if OMD deems it not to be in the best interests of OMD, or to reject any or all Proposers who fail to satisfy qualification requirements or fail to meet standards of responsibility. OMD also reserves the right to waive all minor informalities not involving price, time, or changes in the work.
