INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Women s Clinic and Radiology Addition (VAMC) located at 1 Veteran s Drive (Building 80) Minneapolis, MN 55417. PROJECT DESCRIPTION: Contractor shall furnish all supervision, tools, labor, materials, equipment, transportation and testing necessary to accomplish the Women s Clinic and Radiology Addition project per construction drawings and specifications. This project will provide a new approximately 14,000 square foot Women's Clinic and Mammography facility for the Minneapolis VA Medical Center. The steel framed single story structure will feature precast concrete exterior walls with large curtain wall glazing in Waiting spaces. Extensive sitework will include demolition of an existing building. Three new parking lots to the southeast of the new building will replace an existing parking lot adjacent to the existing building. New plantings and green space will further enhance the new building site. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around early Nov 2023. The period of performance is approximately 545 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $15,000,000.00. All questions must be submitted in writing to the issuing office via email to amy.graham@va.gov.
