This notice is not a request for proposal. The government will not pay nor reimburse any costs associated with responding to this request. The government is under no obligation to award a contract as a result of this notice. PURPOSE: The following information is provided to conduct market research to determine the availability of contractors that can perform the work for this project at the Coatesville VA Medical Center to Replace the IV Cleanroom. After completion of market research analyses, the Government will determine whether to limit competition among the small business or proceed with full and open competition as other than small business. WORK TO BE PERFORMED: This project is a replacement of the IV Cleanroom located at the Coatesville VAMC, Building 2, second floor. The old IV Cleanroom must be demolished and replaced with a new Cleanroom that fits the current industry and VA standards. Demolition of the existing is to include the removal of existing ductless split system serving the return air plenum space. The requirements also include the removal of asbestos containing materials and lead paint, and to incorporate the necessary containment procedures during abatement. An evaluation of the existing conditions shall be conducted to determine what further work is needed. The construction of a new IV cleanroom includes, but is not limited to, the following: Renovation of the attic space as a new mechanical equipment room. All electrically powered equipment, lighting, receptacles to be on emergency power in addition to normal power. Additional data connections. Reconnection to fire alarm, temperature/pressure monitoring and security systems. Tie-in to building house system as needed for pressurization air. Site and building restorations as needed to match existing. Commissioning and CETA certification of new IV cleanroom installation including a cleanroom construction procedure to ensure the space is maintained in an ever-increasing state of cleanliness to accomplish the final cleanroom level(s) required by CETA. Site analysis and programming and design charrettes as required. All associated life/safety modifications. Modifications to all building systems and utilities as required for the new renovations. Tie-in to existing building automation system for both local and remote control, monitoring and alarm of all new HVAC systems. This project must provide complete and functional systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. This applies to each system and every system, as a whole, which is affected by this project, even if only partially modified. The systems and equipment must maximize energy efficiency to the extent practical. The Contractor shall furnish all labor, materials, tools, equipment, transportation, and supervision as necessary to accomplish the work. All work shall be performed in accordance with the Contract, Specifications and Drawings, and shall follow all applicable Federal, State and Local regulations and standards.
