The Projects include in general the following Work: Contract No. 0426-2024-A Veterans Center WWTP Dewatered Sludge Hauling 1. Regularly scheduled hauling and disposal of aerobically digested, dewatered sludge generated at the Veterans Center Wastewater Treatment Plant (WWTP) during any one calendar year. Disposal shall be in a landfill or by land application in accordance with all applicable state and federal rules and regulations. 2. Emergency hauling of raw wastewater from Veterans Center WWTP to a permitted wastewater treatment facility chosen by the Contractor during any one calendar year on an emergency basis. Contract No. 0426-2024-B Bartons Meadows WWTP Liquid Sludge Hauling 1. Regularly scheduled hauling, processing and disposal of liquid sludge generated at the Bartons Meadows Wastewater Treatment Plant (WWTP) during any one calendar year. 2. Emergency hauling of raw wastewater from Bartons Meadows Wastewater Treatment Plant to a Township manhole in the collection system, of the Veterans Center Wastewater Treatment Plant during any one calendar year on an emergency basis. 3. Emergency hauling of raw wastewater from Bartons Meadows Wastewater Treatment Plant to a permitted wastewater treatment facility chosen by the Contractor during any one calendar year on an emergency basis. Eligible firms are invited to bid on either or both of the 2024 Sludge Hauling Contracts. One contract will be awarded for each of the projects described above. Note: Bids for Contract 0426 2024-B must include both (1) Regularly Scheduled Liquid Sludge Hauling from the Bartons Meadows WWTP and (2 and 3) Emergency Hauling of Raw Wastewater from the Bartons Meadows WWTP to be eligible for contract award. The unit price bids for each item shall include any and all costs including, but not limited to, straight-time labor, over-time labor, fuel, materials, supplies, equipment, permits, facilities, disposal fees and appurtenances necessary to appropriately, in accordance with federal and state regulations, haul, use, process and/or dispose of sludge and raw wastewater. No additional fees or surcharges above the single unit price bid per item will be paid by the township. The Veterans Center WWTP is estimated to generate approximately 160 wet tons per year of dewatered sludge having a concentration of approximately 20% solids. The emergency hauling of raw wastewater from the Veterans Center WWTP is rarely necessary. The response time for emergency hauling of raw wastewater from the Veterans Center WWTP is four (4) hours. The Bartons Meadows WWTP produces approximately 100,000 gallons of liquid sludge per year with an approximate concentration of 1.5% solids. Emergency hauling of raw wastewater from the Bartons Meadows WWTP can exceed 300,000 gallons per year, but it is dependent of storm events. The response time for emergency hauling of raw wastewater from the Bartons Meadows WWTP is two (2) hours. The contract length is two (2) years with an option to extend the contract an additional year on mutually acceptable terms All questions about the meaning or intent of the Bidding Documents are to be submitted via electronically in accordance with the Request for Proposal. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Request for Proposal that are included in the Bidding Documents. Statutory Requirement Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed noncollusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972 This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (aEUR~the ActaEUR(TM)) which requires all public work contractors and subcontractors to utilize the Federal GovernmentaEUR(TM)s EVerify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color The East Vincent Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the East Vincent Township, and to reject any or all proposals.
