PHA seeks a development partner to implement the Approved Development Plan. The developer selected under this RFQ will lead all parts of the development initiative, including design, financing, construction and management. The selected developer will apply for 2023 9% Low Income Housing Tax Credit ("LIHTC") financing from the Pennsylvania Housing Finance Agency ("PHFA"). The selected developer will be required to work closely with PHA and other community stakeholders throughout the development process. The proposed Mixed Use Residential Development (The Residences) shall be located on vacant parcels of land owned by the Philadelphia Housing Authority (PHA). These parcels are all situated on the 2000 block of Cecil B. Moore Avenue (2004 through 2034), bound by Cecil B.
