In general, the work consists of: Construction of two new lagoon cells with approximate surface area of 5.4-acre. The lagoons will be an earthen embankment from a balance cut fill of material in site. The new lagoon cells will include piping between the new and existing lagoon cells, installation of new influent force main, rock ring, seeding, and mulching. The project also includes rehabilitation of the existing two lagoon cells. The lagoons will be dewatered, accumulated sludge removed and disposed of in accordance with Ohio EPA requirements, and lagoon bottom will be excavated deeper by approximately 18 inches. The lagoon outfall structure and piping will be replaced and a new rock ring, seeding, and mulching. The project includes construction of an aerated nitrification chamber for removing ammonia which includes a cast-in-place concrete structure, two positive displacement rotary type blowers, air piping, and air distribution system. New precast concrete effluent control structure and metering assembly will be constructed adjacent to the lagoon cells. The existing tablet chlorination and dechlorination system will be removed and relocated on the site with necessary piping. Miscellaneous appurtenance such as, perimeter fencing with gates, effluent sampling equipment, and new electrical power service with power distribution equipment on the site. Alternates are included for the Owner's consideration, such as a maintenance building, replacement of the effluent sewer to the Turkeyfoot Creek, stone access driveway, prefabricated shed for effluent meter, and sampling equipment. Bids must be submitted on the forms bound herein, must contain the names of every person or company interested therein, and shall be accompanied by either a Bid Guaranty and Contract Bond in the amount of 100% of the amount bid with satisfactory corporate surety, or by a certified check on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. The successful bidder will be required to furnish satisfactory Performance Bond and Maintenance and Guarantee Bond in the amount of 100% of the Bid. The Contractor shall be required to pay not less than the Federal prevailing wage rates established by the Davis-Bacon Act. The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid which is deemed most favorable to the Owner.
