The City of Auburn is soliciting Requests for Proposals (RFP) from qualified consulting firms for providing on-call professional services for the year 2024. Professional services to be provided are for the following Appraisal and Appraisal Review Services Prepare appraisals and appraisal reviews to support acquisition of property rights for various City needs. Geotechnical Services Work may consist of providing Geotechnical Engineering services including geotechnical investigations related to landslide investigations, erosion mitigation, groundwater evaluation, subsurface exploration, asphalt and concrete pavement evaluation/comparison and design, pipe anchor, foundation, bedding, and backfill design, infiltration testing and evaluation for storm water ponds, slope stability evaluation and monitoring, and groundwater level monitoring. This work may also include contaminated material investigations, laboratory testing, preparing reports to the Department of Ecology, and disposal assistance. Environmental and Wetland Services Work may consist of providing environmental permitting, wetland delineation, wetland mitigation development and annual performance monitoring, contaminated material investigations, laboratory testing, preparing reports to the Department of Ecology, and disposal assistance related to contaminated materials. ROW Service Support right-of-way acquisition and relocation for City's non-federally funded projects and programs. Services will comply with the Uniform Act and other applicable law. City ROW Procedures and the WSDOT Local Agency Guidelines will generally be followed except that WSDOT review and approvals are not required for non-federally funded projects and programs. Example of work issued as task orders under this contract are as follows: 1) acquisition (negotiation and closing) of ROW, permanent and temporary easements, and other property rights 2) review of title reports, preparation of title exception reports, managing clearing of title encumbrances such as re-conveyance of deeds of trust, and coordinating transaction closing and title insurance issuance with title company 3) preparation of required acquisition and relocation documentation such as diary, 90-day notice, offer packages, and relocation plans 4) coordination of personal property, residential, and/or commercial relocations 4) preparation of administrative offer summaries, administrative settlements, condemnation resolution/ordinance, possession and use agreements, and other documentation for City review, approval, or adoption. The City of Auburn reserves the right to reject any and all Proposals and to waive irregularities and informalities in the submittal and evaluation process. This solicitation for Consultant Services does not obligate the City of Auburn to pay any costs incurred by respondents in the preparation and submission of a Proposal. This solicitation does not obligate the City of Auburn to accept or contract for any expressed or implied services. Furthermore, the City of Auburn reserves the right to award the contract to the next most qualified Consultant if the selected Consultant does not execute a contract within thirty 30 days after the award of the proposal.
