Given that requirement outlined below is the timeline the Town is working under: Bid Evaluation - November & December 2023 o Tentative Contract Award - January 2024 o Contract Signing - February 2024 o Funding Approval - June 12, 2024 Town Meeting o Contract start date - July 1, 2024. 1. Contractor is required to have adequate insurances. Please detail what insurance coverage you have for commercial vehicle liability, bodily injury and property damage. Insurance certificates must be presented prior to contract effective date. 2. For purposes of communication to town residents we are requesting that 'Trash Day' remain on Thursday. Please confirm if you can accommodate this, and if not what your proposal assumes. We also wish to continue having trash collection only one day per week, please confirm you can accommodate this. 3. Our current vendor takes trash to the Casella Waste Systems (Pine Tree Waste) facility in West Bath, can you accommodate hauling trash to this facility Please provide input on other disposal sites if applicable. At some future point the Town may reevaluate the contract with Casella and move the disposal site to another facility, would you be willing to work with the Town to accommodate a different disposal site Please also let us know if it is possible for your company to hold the contract with a trash disposal site, please indicate in your pricing what impact that may have. 4. Please let us know if you have back-up equipment to use in the case of your primary equipment not being available on a regularly scheduled trash day. If you do not currently have back-up equipment, are you willing to acquire back-up equipment for this contract 5. Bowdoinham would also consider a change to our current trash collection model to a model that requires citizens to bring their trash to a central location and place it in a large receptacle for pick-up by the trash collector. This model would require the trash collector to supply the large receptacle and schedule pick up (maybe more frequent than once per week), but would eliminate the need to pick up trash at residences throughout the town. Please let us know if this is a model you can accommodate and if so please provide pricing for this model within your quote. 6. Please provide at least 3 references, with similar demographics to Bowdoinham, where you provide trash hauling services. 7. Please provide any ideas you may have on how Bowdoinham can improve our program. 8. Please provide contact information for the individual who would be the Town's ongoing contact within your organization. 9. Please provided financials and authorized signature as specified below Bowdoinham is a small town in the Midcoast area of Maine, just north of Topsham. Bowdoinham currently contracts with a vendor to pick up residents' trash. The vendor plans to retire at the end of the current contract requiring Bowdoinham to search for a replacement vendor. Current Program: The current vendor collects trash once a week on Thursdays, with exceptions for holidays and bad weather when trash is collected on the next Saturday. Residents must bag their trash (usually in 30 gallon bags) and place their bags on the roadside. The vendor picks up from residents on all public roads. Residents who live on private roads must bring their trash bags to the nearest public road; the vendor does not provide services on private roads. The vendor then hauls the trash to the Casella Waste Systems (Pine Tree Waste) facility in West Bath where the town currently has a contract to accept such waste. The program is funded through the sale of trash tickets that the residents must affix to each trash bag. Guidelines state the bags should weigh no more than 25lbs. The vendor only picks up bags with the appropriate trash tag attached. Vendor is paid on a per tag basis requiring them to collect tags and present for payment. Demographics: o The Town has approximately 42 miles of public roads o The Town population is 3,011, with 1,410 households. o The Town believes that approximately 60 households, plus two small apartment complexes use dumpsters and do not use the services of the trash hauler. o The annual tonnage of trash is approximately 260 tons o The number of trash tickets redeemed each year are approximately 30,538. This should equate to the number of trash bags collected.
