The City of Poplar Bluff, Missouri is accepting sealed bids from qualified contractors for the demolition, site clearance and hazardous materials abatement of the former city hall building property located at 101 Oak St. in Poplar Bluff, Missouri. This project is funded in part by an American Rescue Plan (ARPA) grant. Inspection of the structure to be demolished has already occurred; an Analysis of Brownfields Cleanup Alternatives Report as prepared for the U.S. Environmental Protection Agency is available to bidders. The City is bidding demolition and hazardous materials abatement together. The demolition contractor must be licensed for hazardous materials abatement or must partner with a licensed hazardous materials abatement contractor. After the removal of hazardous materials by the licensed abatement contractor, the demolition contractor would complete demolition of the structure and clearance of all demolition debris. The demolition firm must be familiar, in proximity, with the project and must be able to complete the required task in a timely manner. The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and State Prevailing wage rates to be paid under the contract, (for asbestos abatement, if contract is over $2,000) under the contract, Section 3-DBE, Segregated Facility, Section 109, E.O. 11246, and compliance with the OSHA 10-hour construction safety course.
