In November 2018, Miami Beach residents voted to approve a General Obligation Bond Program, which includes funding specifically earmarked for seawall rehabilitation and living shoreline creation. To address the anticipated deterioration of existing seawall structures, the City engaged BBC Engineering, Inc., an engineering consultant, to develop a barrier plan to safeguard the structures and prevent further damage and/or erosion. Seawalls stabilize shorelines along the City's waterways. These seawalls are reaching the end of their design life. The failing seawall at this location will be reconstructed/rehabilitated with a standard sheet-pile system or the king and batter piles with concrete panels system which will be installed on the outside of the existing seawall. The result will be a unified structure with sufficient integrity to prevent shore erosion and further damage to the canal's water quality and benthic life. Furthermore, the elevation of the new seawall will be 5.7 NAVD, to satisfy the recommendation of the Mayor's Blue-Ribbon Panel to increase the seawall top-of-cap elevation to a minimum of 5.7 NAVD. Questions must be directed to julissaperez@miamibeachfl.gov, with a copy to the City Clerk rafaelgranado@miamibeachfl.gov. Bid Bond. If the Invitation to Bid Summary specifies that a bid bond is required, Bidder shall submit, BY THE DEADLINE FOR SUBMITTAL OF BIDS, a bid bond, in the manner prescribed herein, in the amount of 5% of the total base bid amount, payable to City of Miami Beach, Florida, as guarantee of good faith on the part of the Bidder that, if awarded, it will enter into a contract within 30 days of notification of award. Bid bonds must be issued by a surety company authorized to conduct business in the State of Florida, and carrying a rating of B+ or better as listed in the A.M. Best or equivalent rating guide. Certified or Cashier's Check. Bidder may submit a certified check or cashier's check issued by any national or state bank (United States) payable to the City of Miami Beach, Florida. THE CONDITION OF THIS OBLIGATION IS SUCH, that if the Contractor within ten (10) consecutive calendar days after notice of such acceptance, enters into a written Contract with the City and furnishes the Performance and Payment Bonds, satisfactory to the City, each in an amount equal to one hundred percent (100%) of the Contract Price, and provides all required Certificates of Insurance, then this obligation shall be void; otherwise the sum herein stated shall be due and payable to the City of Miami Beach and the Surety herein agrees to pay said sum immediately, upon demand of the City, in good and lawful money of the United States of America, as liquidated damages for failure thereof of said Contractor. Insurance: Workers' Compensation Insurance for all employees of the Contractor as required by Florida Statute Chapter 440 and Employer Liability Insurance with a limit of no less than $1,000,000 per accident for bodily injury or disease. Should the Contractor be exempt from this Statute, the Contractor and each employee shall hold the City harmless from any injury incurred during performance of the Contract. The exempt contractor shall also submit (i) a written statement detailing the number of employees and that they are not required to carry Workers' Compensation insurance and do not anticipate hiring any additional employees during the term of this contract or (ii) a copy of a Certificate of Exemption. Liquidated Damages: 1. Failure to achieve Substantial Completion: $974.02/day 2. Failure to achieve Final Completion: $700.93/day Method of Award. The City Manager may recommend to the Mayor and City Commission award to the lowest responsive and responsible bidder meeting all terms, conditions, and specifications of the ITB. Bids from bidders that do not meet the following Minimum Requirements shall be deemed non-responsive and shall not be considered. 1. Licensing Requirements. Bidder shall be State of Florida Certified General Contractor OR Miami Dade County Licensed General Contractor to be considered for award. Submittal Requirement: Provide copy of license.
